15	15	to foreign investments in United States agriculture, and
16	16	for other purposes.
17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Protecting American 4
21	21	Agriculture from Foreign Adversaries Act of 2025’’. 5

31	31	NCLUSION ON THE COMMITTEE.—Section 6
32	32	721(k) of the Defense Production Act of 1950 (50 U.S.C. 7
33	33	4565(k)) is amended by adding at the end the following: 8
34	34	‘‘(8) I
35	35	NCLUSION OF THE SECRETARY OF AGRI -9
36	36	CULTURE.—The Secretary of Agriculture shall be a 10
37	37	member of the Committee with respect to a covered 11
38	38	transaction that involves— 12
39	39	‘‘(A) agricultural land; 13
40	40	‘‘(B) agriculture biotechnology; or 14
41	41	‘‘(C) the agriculture industry, including ag-15
42	42	ricultural— 16
43	43	‘‘(i) transportation; 17
44	44	‘‘(ii) storage; and 18
45	45	‘‘(iii) processing.’’. 19

50	50	Production Act of 1950 (50 U.S.C. 4565(b)(1)) is amend-22
51	51	ed by adding at the end the following: 23

54	54	CULTURAL LAND TRANSACTIONS .— 25

59	59	tification from the Secretary of Agriculture 2
60	60	of a reportable agricultural land trans-3
61	61	action, the Committee shall determine— 4
62	62	‘‘(I) whether the transaction is a 5
63	63	covered transaction; and 6
64	64	‘‘(II) if the Committee deter-7
65	65	mines that the transaction is a cov-8
66	66	ered transaction, whether the Com-9
67	67	mittee should initiate a review pursu-10
68	68	ant to subparagraph (D), or take an-11
69	69	other action authorized under this sec-12
70	70	tion, with respect to the reportable ag-13
71	71	ricultural land transaction. 14
72	72	‘‘(ii) S
73	73	UNSET.—The requirements 15
74	74	under this subparagraph shall terminate, 16
75	75	with respect to a foreign person of a cov-17
76	76	ered country, on the date on which that 18
77	77	country is removed from the list of foreign 19
78	78	adversaries set forth in section 791.4 of 20
79	79	title 15, Code of Federal Regulations. 21

96	96	term ‘reportable agricultural land 7
97	97	transaction’ means a transaction— 8
98	98	‘‘(aa) that the Secretary of 9
99	99	Agriculture has reason to believe 10
100	100	is a covered transaction; 11
101	101	‘‘(bb) that involves the ac-12
102	102	quisition of an interest in agricul-13
103	103	tural land by a foreign person of 14
104	104	a covered country; and 15
105	105	‘‘(cc) with respect to which a 16
106	106	person is required to submit a re-17
107	107	port to the Secretary of Agri-18
108	108	culture under section 2(a) of the 19
109	109	Agricultural Foreign Investment 20
110	110	Disclosure Act of 1978 (7 U.S.C. 21
