14	14	are over budget and behind schedule.
15	15	Be it enacted by the Senate and House of Representa-1
16	16	tives of the United States of America in Congress assembled, 2
17	17	SECTION 1. SHORT TITLE. 3
18	18	This Act may be cited as the ‘‘Billion Dollar Boon-4
19	19	doggle Act of 2025’’. 5
20	20	SEC. 2. ANNUAL REPORT. 6
21	21	(a) D
22	22	EFINITIONS.—In this section— 7
23	23	(1) the term ‘‘covered agency’’ means— 8
24	24	(A) an Executive agency, as defined in sec-9
25	25	tion 105 of title 5, United States Code; and 10

29	29	(B) an independent regulatory agency, as 1
30	30	defined in section 3502 of title 44, United 2
31	31	States Code; 3
32	32	(2) the term ‘‘covered project’’ means a project 4
33	33	funded by a covered agency— 5
34	34	(A) that is more than 5 years behind 6
35	35	schedule, as measured against the original ex-7
36	36	pected date for completion; or 8
37	37	(B) for which the amount spent on the 9
38	38	project is not less than $1,000,000,000 more 10
39	39	than the original cost estimate for the project; 11
40	40	(3) the term ‘‘Director’’ means the Director of 12
41	41	the Office of Management and Budget; and 13
42	42	(4) the term ‘‘project’’ means a major acquisi-14
43	43	tion, a major defense acquisition program (as de-15
44	44	fined in section 4201 of title 10, United States 16
45	45	Code), a procurement, a construction project, a re-17
46	46	mediation or clean-up effort, or any other time-lim-18
47	47	ited endeavor, that is not funded through direct 19
48	48	spending (as defined in section 250(c) of the Bal-20
49	49	anced Budget and Emergency Deficit Control Act of 21
50	50	1985 (2 U.S.C. 900(c))). 22

52	52	EQUIREMENTS.— 23

54	54	UBMISSION.—Not later than 1 year after 24
55	55	the date of enactment of this Act, the Director shall 25

59	59	issue guidance requiring covered agencies to, on an 1
60	60	annual basis, submit to the Director information re-2
61	61	lating to each covered project of the covered agency, 3
62	62	which shall include— 4
63	63	(A) a brief description of the covered 5
64	64	project, including— 6
65	65	(i) the purpose of the covered project; 7
66	66	(ii) each location in which the covered 8
67	67	project is carried out; 9
68	68	(iii) the contract or award number of 10
69	69	the covered project, where applicable; 11
70	70	(iv) the year in which the covered 12
71	71	project was initiated; 13
72	72	(v) the Federal share of the total cost 14
73	73	of the covered project; and 15
74	74	(vi) each primary contractor, subcon-16
75	75	tractor, grant recipient, and subgrantee re-17
76	76	cipient of the covered project; 18
77	77	(B) an explanation of any change to the 19
78	78	original scope of the covered project, including 20
79	79	by the addition or narrowing of the initial re-21
80	80	quirements of the covered project; 22
81	81	(C) the original expected date for comple-23
82	82	tion of the covered project; 24

87	87	tion of the covered project; 2
88	88	(E) the original cost estimate for the cov-3
89	89	ered project, as adjusted to reflect increases in 4
90	90	the Consumer Price Index for All Urban Con-5
91	91	sumers, as published by the Bureau of Labor 6
92	92	Statistics; 7
93	93	(F) the current cost estimate for the cov-8
94	94	ered project, as adjusted to reflect increases in 9
95	95	the Consumer Price Index for All Urban Con-10
96	96	sumers, as published by the Bureau of Labor 11
97	97	Statistics; 12
98	98	(G) an explanation for a delay in comple-13
99	99	tion or an increase in the original cost estimate 14
100	100	for the covered project, including, where appli-15
101	101	cable, any impact of insufficient or delayed ap-16
102	102	propriations; and 17
103	103	(H) the amount of and rationale for any 18
104	104	award, incentive fee, or other type of bonus, if 19
105	105	any, awarded for the covered project. 20

107	107	EPORT.—The Director shall submit to 21
108	108	Congress and post on the website of the Office of 22
109	109	Management and Budget an annual report con-23
