A BILL
To require an annual report of taxpayer-funded projects that
are over budget and behind schedule.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Billion Dollar Boon-4
doggle Act of 2025’’. 5
SEC. 2. ANNUAL REPORT. 6
(a) D
EFINITIONS.—In this section— 7
(1) the term ‘‘covered agency’’ means— 8
(A) an Executive agency, as defined in sec-9
tion 105 of title 5, United States Code; and 10

(B) an independent regulatory agency, as 1
defined in section 3502 of title 44, United 2
States Code; 3
(2) the term ‘‘covered project’’ means a project 4
funded by a covered agency— 5
(A) that is more than 5 years behind 6
schedule, as measured against the original ex-7
pected date for completion; or 8
(B) for which the amount spent on the 9
project is not less than $1,000,000,000 more 10
than the original cost estimate for the project; 11
(3) the term ‘‘Director’’ means the Director of 12
the Office of Management and Budget; and 13
(4) the term ‘‘project’’ means a major acquisi-14
tion, a major defense acquisition program (as de-15
fined in section 4201 of title 10, United States 16
Code), a procurement, a construction project, a re-17
mediation or clean-up effort, or any other time-lim-18
ited endeavor, that is not funded through direct 19
spending (as defined in section 250(c) of the Bal-20
anced Budget and Emergency Deficit Control Act of 21
1985 (2 U.S.C. 900(c))). 22
(b) R
EQUIREMENTS.— 23
(1) S
UBMISSION.—Not later than 1 year after 24
the date of enactment of this Act, the Director shall 25

issue guidance requiring covered agencies to, on an 1
annual basis, submit to the Director information re-2
lating to each covered project of the covered agency, 3
which shall include— 4
(A) a brief description of the covered 5
project, including— 6
(i) the purpose of the covered project; 7
(ii) each location in which the covered 8
project is carried out; 9
(iii) the contract or award number of 10
the covered project, where applicable; 11
(iv) the year in which the covered 12
project was initiated; 13
(v) the Federal share of the total cost 14
of the covered project; and 15
(vi) each primary contractor, subcon-16
tractor, grant recipient, and subgrantee re-17
cipient of the covered project; 18
(B) an explanation of any change to the 19
original scope of the covered project, including 20
by the addition or narrowing of the initial re-21
quirements of the covered project; 22
(C) the original expected date for comple-23
tion of the covered project; 24

(D) the current expected date for comple-1
tion of the covered project; 2
(E) the original cost estimate for the cov-3
ered project, as adjusted to reflect increases in 4
the Consumer Price Index for All Urban Con-5
sumers, as published by the Bureau of Labor 6
Statistics; 7
(F) the current cost estimate for the cov-8
ered project, as adjusted to reflect increases in 9
the Consumer Price Index for All Urban Con-10
sumers, as published by the Bureau of Labor 11
Statistics; 12
(G) an explanation for a delay in comple-13
tion or an increase in the original cost estimate 14
for the covered project, including, where appli-15
cable, any impact of insufficient or delayed ap-16
propriations; and 17
(H) the amount of and rationale for any 18
award, incentive fee, or other type of bonus, if 19
any, awarded for the covered project. 20

EPORT.—The Director shall submit to 21
Congress and post on the website of the Office of 22
Management and Budget an annual report con-23
