15	15	To establish the Justice Thurgood Marshall National His-
16	16	toric Site in the State of Maryland as an affiliated area
17	17	of the National Park System, and for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Justice Thurgood Mar-4
22	22	shall National Historic Site Establishment Act of 2025’’. 5
23	23	SEC. 2. FINDINGS AND PURPOSES. 6
24	24	(a) F
25	25	INDINGS.—Congress finds that— 7
26	26	(1) Thurgood Marshall— 8

32	32	and Educational Fund from 1940 to 1961; and 3
33	33	(B) successfully argued 29 of 32 civil 4
34	34	rights cases before the United States Supreme 5
35	35	Court, including the landmark 1954 Brown v. 6
36	36	Board of Education case that ended racial seg-7
37	37	regation of public schools; 8
38	38	(2) President John F. Kennedy appointed 9
39	39	Thurgood Marshall to serve as a judge on the 10
40	40	United States Court of Appeals for the 2nd Circuit 11
41	41	from 1961 to 1965; 12
42	42	(3) President Lyndon B. Johnson appointed 13
43	43	Thurgood Marshall to serve as United States Solic-14
44	44	itor General from 1965 to 1967; 15
45	45	(4) nominated by President Lyndon Johnson 16
46	46	and confirmed by the Senate, Thurgood Marshall be-17
47	47	came the first African American to serve on the 18
48	48	United States Supreme Court, serving as an Asso-19
49	49	ciate Justice from 1967 to 1991; 20
50	50	(5) as a result of his long legal career, 21
51	51	Thurgood Marshall is credited with ending legal seg-22
52	52	regation in the United States; 23
53	53	(6) Public School 103, now known as the ‘‘Jus-24
54	54	tice Thurgood Marshall School’’, located at 1315 Di-25

59	59	the elementary education of Thurgood Marshall; 2
60	60	(7) the Justice Thurgood Marshall School is 3
61	61	owned and operated as a museum by the Beloved 4
62	62	Community Services Corporation, which has com-5
63	63	pleted a historic restoration for adaptive reuse of the 6
64	64	School; 7
65	65	(8) Congress authorized the National Park 8
66	66	Service to prepare a special resource study of Public 9
67	67	School 103 in 2019 which was transmitted by the 10
68	68	National Park Service to Congress in 2023; and 11
69	69	(9) in the special resource study referred to in 12
70	70	paragraph (8), the National Park Service found that 13
71	71	Public School 103 met the criteria for national sig-14
72	72	nificance and suitability for addition to the National 15
73	73	Park System. 16
74	74	(b) P
75	75	URPOSE.—The purpose of this Act is to pre-17
76	76	serve, protect, and interpret for the benefit of future gen-18
77	77	erations the significant historic contributions of Justice 19
78	78	Thurgood Marshall by— 20
79	79	(1) establishing the elementary school attended 21
80	80	by Marshall as a national historic site; and 22
81	81	(2) providing for the administration of the Na-23
82	82	tional Historic Site as an affiliated area of the Na-24
83	83	tional Park System. 25

90	90	ANAGEMENT ENTITY .—The term ‘‘man-3
91	91	agement entity’’ means the management entity for 4
92	92	the National Historic Site designated by section 5
93	93	4(e). 6

95	95	ATIONAL HISTORIC SITE.—The term ‘‘Na-7
96	96	tional Historic Site’’ means the Justice Thurgood 8
97	97	Marshall National Historic Site established by sec-9
98	98	tion 4(a). 10

100	100	CHOOL.—The term ‘‘School’’ means the 11
101	101	building located at 1315 Division Street in Balti-12
102	102	more, Maryland, known as Public School 103, which 13
103	103	is owned and managed by the Beloved Community 14
104	104	Services Corporation, a nonprofit organization estab-15
105	105	lished in Baltimore, Maryland. 16

107	107	ECRETARY.—The term ‘‘Secretary’’ means 17
108	108	the Secretary of the Interior. 18
109	109	SEC. 4. ESTABLISHMENT OF THE JUSTICE THURGOOD MAR-19
110	110	SHALL NATIONAL HISTORIC SITE. 20

112	112	NGENERAL.—There is established as an affili-21
113	113	ated area of the National Park System the Justice 22
114	114	Thurgood Marshall National Historic Site. 23
115	115	(b) B
116	116	OUNDARY.—The National Historic Site shall 24
117	117	consist of the School, as generally depicted on the map 25
118	118	entitled ‘‘Justice Thurgood Marshall School National His-26

125	125	WNERSHIP.—The School shall continue to be 3
126	126	owned, operated, and managed by the Beloved Community 4
127	127	Services Corporation. 5

129	129	DMINISTRATION.—The National Historic Site 6
130	130	shall be managed in a manner consistent with— 7
131	131	(1) this Act; and 8
132	132	(2) the laws generally applicable to units of the 9
133	133	National Park System. 10
134	134	(e) M
135	135	ANAGEMENT ENTITY.—The Beloved Commu-11
136	136	nity Services Corporation shall be the management entity 12
137	137	for the National Historic Site. 13
138	138	(f) A
139	139	GREEMENTS.—The Secretary— 14
140	140	(1) may provide technical assistance to, and 15
141	141	enter into cooperative agreements with, the manage-16
142	142	ment entity for the purpose of providing financial 17
143	143	assistance for the marketing, marking, interpreta-18
144	144	tion, and preservation of the National Historic Site; 19
145	145	and 20
146	146	(2) shall enter into an agreement with the man-21
147	147	agement entity that delineates the roles and respon-22
148	148	sibilities for the management of the area consistent 23
149	149	with the policies and standards that apply to units 24
150	150	of the National Park System. 25

154	154	(g) LIMITEDROLE OF THESECRETARY.—Nothing in 1
155	155	this Act authorizes the Secretary— 2
156	156	(1) to acquire the School; or 3
157	157	(2) to assume overall financial responsibility for 4
158	158	the operation, maintenance, or management of the 5
159	159	National Historic Site. 6
160	160	SEC. 5. AUTHORIZATION OF APPROPRIATIONS. 7
161	161	There are authorized to be appropriated such sums 8
162	162	as are necessary to carry out this Act. 9
