2323 SEC. 2. FINDINGS AND PURPOSES. 6

6060 (7) the Justice Thurgood Marshall School is 3
6161 owned and operated as a museum by the Beloved 4
6262 Community Services Corporation, which has com-5
6363 pleted a historic restoration for adaptive reuse of the 6
6464 School; 7
6565 (8) Congress authorized the National Park 8
6666 Service to prepare a special resource study of Public 9
6767 School 103 in 2019 which was transmitted by the 10
6868 National Park Service to Congress in 2023; and 11
6969 (9) in the special resource study referred to in 12
7070 paragraph (8), the National Park Service found that 13
7171 Public School 103 met the criteria for national sig-14
7272 nificance and suitability for addition to the National 15
7373 Park System. 16

7575 URPOSE.—The purpose of this Act is to pre-17
7676 serve, protect, and interpret for the benefit of future gen-18
7777 erations the significant historic contributions of Justice 19
7878 Thurgood Marshall by— 20
7979 (1) establishing the elementary school attended 21
8080 by Marshall as a national historic site; and 22
8181 (2) providing for the administration of the Na-23
8282 tional Historic Site as an affiliated area of the Na-24
8383 tional Park System. 25

9090 ANAGEMENT ENTITY .—The term ‘‘man-3
9191 agement entity’’ means the management entity for 4
9292 the National Historic Site designated by section 5
9393 4(e). 6

9595 ATIONAL HISTORIC SITE.—The term ‘‘Na-7
9696 tional Historic Site’’ means the Justice Thurgood 8
9797 Marshall National Historic Site established by sec-9
9898 tion 4(a). 10

100100 CHOOL.—The term ‘‘School’’ means the 11
101101 building located at 1315 Division Street in Balti-12
102102 more, Maryland, known as Public School 103, which 13
103103 is owned and managed by the Beloved Community 14
104104 Services Corporation, a nonprofit organization estab-15
105105 lished in Baltimore, Maryland. 16

107107 ECRETARY.—The term ‘‘Secretary’’ means 17
108108 the Secretary of the Interior. 18
109109 SEC. 4. ESTABLISHMENT OF THE JUSTICE THURGOOD MAR-19
110110 SHALL NATIONAL HISTORIC SITE. 20
111111 (a) I
112112 NGENERAL.—There is established as an affili-21
113113 ated area of the National Park System the Justice 22
114114 Thurgood Marshall National Historic Site. 23
115115 (b) B
116116 OUNDARY.—The National Historic Site shall 24
117117 consist of the School, as generally depicted on the map 25
118118 entitled ‘‘Justice Thurgood Marshall School National His-26

125125 WNERSHIP.—The School shall continue to be 3
126126 owned, operated, and managed by the Beloved Community 4
127127 Services Corporation. 5

129129 DMINISTRATION.—The National Historic Site 6
130130 shall be managed in a manner consistent with— 7
131131 (1) this Act; and 8
132132 (2) the laws generally applicable to units of the 9
133133 National Park System. 10
134134 (e) M
135135 ANAGEMENT ENTITY.—The Beloved Commu-11
136136 nity Services Corporation shall be the management entity 12
137137 for the National Historic Site. 13
138138 (f) A
139139 GREEMENTS.—The Secretary— 14
140140 (1) may provide technical assistance to, and 15
141141 enter into cooperative agreements with, the manage-16
142142 ment entity for the purpose of providing financial 17
143143 assistance for the marketing, marking, interpreta-18
144144 tion, and preservation of the National Historic Site; 19
145145 and 20
146146 (2) shall enter into an agreement with the man-21
147147 agement entity that delineates the roles and respon-22
148148 sibilities for the management of the area consistent 23
149149 with the policies and standards that apply to units 24
150150 of the National Park System. 25

154154 (g) LIMITEDROLE OF THESECRETARY.—Nothing in 1
155155 this Act authorizes the Secretary— 2
156156 (1) to acquire the School; or 3
157157 (2) to assume overall financial responsibility for 4
158158 the operation, maintenance, or management of the 5
159159 National Historic Site. 6
160160 SEC. 5. AUTHORIZATION OF APPROPRIATIONS. 7
161161 There are authorized to be appropriated such sums 8
162162 as are necessary to carry out this Act. 9
