A BILL 
To establish the Justice Thurgood Marshall National His-
toric Site in the State of Maryland as an affiliated area 
of the National Park System, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Justice Thurgood Mar-4
shall National Historic Site Establishment Act of 2025’’. 5
SEC. 2. FINDINGS AND PURPOSES. 6
(a) F
INDINGS.—Congress finds that— 7
(1) Thurgood Marshall— 8

(A) led the National Association for the 1
Advancement of Colored People Legal Defense 2
and Educational Fund from 1940 to 1961; and 3
(B) successfully argued 29 of 32 civil 4
rights cases before the United States Supreme 5
Court, including the landmark 1954 Brown v. 6
Board of Education case that ended racial seg-7
regation of public schools; 8
(2) President John F. Kennedy appointed 9
Thurgood Marshall to serve as a judge on the 10
United States Court of Appeals for the 2nd Circuit 11
from 1961 to 1965; 12
(3) President Lyndon B. Johnson appointed 13
Thurgood Marshall to serve as United States Solic-14
itor General from 1965 to 1967; 15
(4) nominated by President Lyndon Johnson 16
and confirmed by the Senate, Thurgood Marshall be-17
came the first African American to serve on the 18
United States Supreme Court, serving as an Asso-19
ciate Justice from 1967 to 1991; 20
(5) as a result of his long legal career, 21
Thurgood Marshall is credited with ending legal seg-22
regation in the United States; 23
(6) Public School 103, now known as the ‘‘Jus-24
tice Thurgood Marshall School’’, located at 1315 Di-25

vision Street in Baltimore, Maryland, was the site of 1
the elementary education of Thurgood Marshall; 2
(7) the Justice Thurgood Marshall School is 3
owned and operated as a museum by the Beloved 4
Community Services Corporation, which has com-5
pleted a historic restoration for adaptive reuse of the 6
School; 7
(8) Congress authorized the National Park 8
Service to prepare a special resource study of Public 9
School 103 in 2019 which was transmitted by the 10
National Park Service to Congress in 2023; and 11
(9) in the special resource study referred to in 12
paragraph (8), the National Park Service found that 13
Public School 103 met the criteria for national sig-14
nificance and suitability for addition to the National 15
Park System. 16
(b) P
URPOSE.—The purpose of this Act is to pre-17
serve, protect, and interpret for the benefit of future gen-18
erations the significant historic contributions of Justice 19
Thurgood Marshall by— 20
(1) establishing the elementary school attended 21
by Marshall as a national historic site; and 22
(2) providing for the administration of the Na-23
tional Historic Site as an affiliated area of the Na-24
tional Park System. 25

SEC. 3. DEFINITIONS. 1
In this Act: 2
(1) M
ANAGEMENT ENTITY .—The term ‘‘man-3
agement entity’’ means the management entity for 4
the National Historic Site designated by section 5
4(e). 6
(2) N
ATIONAL HISTORIC SITE.—The term ‘‘Na-7
tional Historic Site’’ means the Justice Thurgood 8
Marshall National Historic Site established by sec-9
tion 4(a). 10
(3) S
CHOOL.—The term ‘‘School’’ means the 11
building located at 1315 Division Street in Balti-12
more, Maryland, known as Public School 103, which 13
is owned and managed by the Beloved Community 14
Services Corporation, a nonprofit organization estab-15
lished in Baltimore, Maryland. 16
(4) S
ECRETARY.—The term ‘‘Secretary’’ means 17
the Secretary of the Interior. 18
SEC. 4. ESTABLISHMENT OF THE JUSTICE THURGOOD MAR-19
SHALL NATIONAL HISTORIC SITE. 20
(a) I
NGENERAL.—There is established as an affili-21
ated area of the National Park System the Justice 22
Thurgood Marshall National Historic Site. 23
(b) B
OUNDARY.—The National Historic Site shall 24
consist of the School, as generally depicted on the map 25
entitled ‘‘Justice Thurgood Marshall School National His-26

toric Site Proposed Boundary’’, numbered 962/194939, 1
and dated September 2024. 2
(c) O
WNERSHIP.—The School shall continue to be 3
owned, operated, and managed by the Beloved Community 4
Services Corporation. 5
(d) A
DMINISTRATION.—The National Historic Site 6
shall be managed in a manner consistent with— 7
(1) this Act; and 8
(2) the laws generally applicable to units of the 9
National Park System. 10
(e) M
ANAGEMENT ENTITY.—The Beloved Commu-11
nity Services Corporation shall be the management entity 12
for the National Historic Site. 13
(f) A
GREEMENTS.—The Secretary— 14
(1) may provide technical assistance to, and 15
enter into cooperative agreements with, the manage-16
ment entity for the purpose of providing financial 17
assistance for the marketing, marking, interpreta-18
tion, and preservation of the National Historic Site; 19
and 20
(2) shall enter into an agreement with the man-21
agement entity that delineates the roles and respon-22
sibilities for the management of the area consistent 23
with the policies and standards that apply to units 24
of the National Park System. 25

(g) LIMITEDROLE OF THESECRETARY.—Nothing in 1
this Act authorizes the Secretary— 2
(1) to acquire the School; or 3
(2) to assume overall financial responsibility for 4
the operation, maintenance, or management of the 5
National Historic Site. 6
SEC. 5. AUTHORIZATION OF APPROPRIATIONS. 7
There are authorized to be appropriated such sums 8
as are necessary to carry out this Act. 9
