7373 EDUCTION IN FUNDING .—The term ‘‘re-19
7474 duction in funding’’, when used with respect to a 20
7575 critical education program for a fiscal year, means 21
7676 the amount by which— 22
7777 (A) the total amount of funding appro-23
7878 priated for the critical education program for 24
7979 fiscal year 2024 under title III of division D of 25

8383 the Further Consolidated Appropriations Act, 1
8484 2024 (Public Law 118–47; 138 Stat. 681), 2
8585 which shall be determined based on the funding 3
8686 allocation specified for the critical education 4
8787 program in the explanatory statement described 5
8888 in section 4 of such Act (Public Law 118–47; 6
8989 138 Stat. 461); exceeds 7
9090 (B) the total amount of funding appro-8
9191 priated for the critical education program for 9
9292 the fiscal year for which the determination is 10
9393 being made under the applicable regular appro-11
9494 priation Act for such fiscal year, which shall be 12
9595 determined based on the funding allocation 13
9696 specified for the critical education program in 14
9797 the explanatory statement regarding such reg-15
9898 ular appropriation Act. 16

100100 EGULAR APPROPRIATION ACT .—The term 17
101101 ‘‘regular appropriation Act’’— 18
102102 (A) means an annual appropriation Act 19
103103 providing new budget authority (as defined in 20
104104 section 3 of the Congressional Budget and Im-21
105105 poundment Control Act of 1974 (2 U.S.C. 22
106106 622)) for the programs, projects, and activities 23
107107 under the jurisdiction of a subcommittee of the 24

129129 N GENERAL.—For each of fiscal years 16
130130 2025, 2026, and 2027, effective on the date that is 17
131131 30 days after the date of enactment of a regular ap-18
132132 propriation Act appropriating funding for all critical 19
133133 education programs for such fiscal year, there is ap-20
134134 propriated, out of any money in the Treasury not 21
135135 otherwise appropriated, for each critical education 22
136136 program an amount equal to any reduction in fund-23
137137 ing for the critical education program for such fiscal 24
138138 year. 25

143143 under paragraph (1) for a fiscal year shall remain 2

149149 budgetary effects of this section shall not be entered 6
150150 on either PAYGO scorecard maintained pursuant to 7
151151 section 4(d) of the Statutory Pay-As-You-Go Act of 8
152152 2010 (2 U.S.C. 933(d)). 9

154154 ENATE PAYGO SCORECARDS .—The budg-10
155155 etary effects of this section shall not be entered on 11
156156 any PAYGO scorecard maintained for purposes of 12
