Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘No Cuts to Public 4 Schools Act’’. 5 SEC. 2. 138 Stat. 681), 2 which shall be determined based on the funding 3 allocation specified for the critical education 4 program in the explanatory statement described 5 in section 4 of such Act (Public Law 118–47; 6 138 Stat. 461); exceeds 7 (B) the total amount of funding appro-8 priated for the critical education program for 9 the fiscal year for which the determination is 10 being made under the applicable regular appro-11 priation Act for such fiscal year, which shall be 12 determined based on the funding allocation 13 specified for the critical education program in 14 the explanatory statement regarding such reg-15 ular appropriation Act. 16 (3) R EGULAR APPROPRIATION ACT .—The term 17 ‘‘regular appropriation Act’’— 18 (A) means an annual appropriation Act 19 providing new budget authority (as defined in 20 section 3 of the Congressional Budget and Im-21 poundment Control Act of 1974 (2 U.S.C. 22 622)) for the programs, projects, and activities 23 under the jurisdiction of a subcommittee of the 24 VerDate Sep 11 2014 21:30 Mar 14, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S810.IS S810 kjohnson on DSK7ZCZBW3PROD with $$_JOB 5 •S 810 IS Committee on Appropriations of the Senate 1 through September 30 of a fiscal year; and 2 (B) includes— 3 (i) an Act referred to in section 105 4 of title 1, United States Code; 5 (ii) a title, division, or other subdivi-6 sion of an Act or resolution that, if it were 7 a separate Act, would be an Act described 8 in subparagraph (A); and 9 (iii) a resolution or Act, or a title, di-10 vision, or other subdivision of a resolution 11 or Act, making continuing appropriations 12 through September 30 of a fiscal year. 13 (b) E NSURINGADEQUATEFUNDING FORCRITICAL 14 E DUCATIONPROGRAMS.— 15 (1) I N GENERAL.—For each of fiscal years 16 2025, 2026, and 2027, effective on the date that is 17 30 days after the date of enactment of a regular ap-18 propriation Act appropriating funding for all critical 19 education programs for such fiscal year, there is ap-20 propriated, out of any money in the Treasury not 21 otherwise appropriated, for each critical education 22 program an amount equal to any reduction in fund-23 ing for the critical education program for such fiscal 24 year. 25 VerDate Sep 11 2014 21:30 Mar 14, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S810.IS S810 kjohnson on DSK7ZCZBW3PROD with $$_JOB 6 •S 810 IS (2) AVAILABILITY.—Amounts appropriated 1 under paragraph (1) for a fiscal year shall remain 2 available until expended. 3 (c) B UDGETARYEFFECTS.— 4 (1) S TATUTORY PAYGO SCORECARDS .—The 5 budgetary effects of this section shall not be entered 6 on either PAYGO scorecard maintained pursuant to 7 section 4(d) of the Statutory Pay-As-You-Go Act of 8 2010 (2 U.S.C. 933(d)). 9 (2) S ENATE PAYGO SCORECARDS .—The budg-10 etary effects of this section shall not be entered on 11 any PAYGO scorecard maintained for purposes of 12 section 4106 of H.
