17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Increasing American 4
21	21	Jobs Through Greater United States Exports to Africa 5
22	22	and Latin America Act of 2025’’. 6
23	23	SEC. 2. INVESTMENT, TRADE, AND DEVELOPMENT IN AFRI-7
24	24	CA AND LATIN AMERICA AND THE CARIB-8
25	25	BEAN. 9
26	26	(a) S
27	27	TRATEGYREQUIRED.— 10

31	31	(1) IN GENERAL.—The President shall establish 1
32	32	a comprehensive United States strategy for public 2
33	33	and private investment, trade, and development in 3
34	34	Africa and Latin America and the Caribbean. 4
35	35	(2) F
36	36	OCUS OF STRATEGY .—The strategy re-5
37	37	quired by paragraph (1) shall focus on increasing ex-6
38	38	ports of United States goods and services to Africa 7
39	39	and Latin America and the Caribbean by 200 per-8
40	40	cent in real dollar value by the date that is 10 years 9
41	41	after the date of the enactment of this Act. 10
42	42	(3) C
43	43	ONSULTATIONS.—In developing the strat-11
44	44	egy required by paragraph (1), the President shall 12
45	45	consult with— 13
46	46	(A) Congress; 14
47	47	(B) each agency that is a member of the 15
48	48	Trade Promotion Coordinating Committee; 16
49	49	(C) the relevant multilateral development 17
50	50	banks, in coordination with the Secretary of the 18
51	51	Treasury and the respective United States Ex-19
52	52	ecutive Directors of such banks; 20
53	53	(D) each agency that participates in the 21
54	54	Trade Policy Staff Committee; 22
55	55	(E) the President’s Export Council; 23
56	56	(F) each of the development agencies; 24

71	71	TRATEGY.—Not later than 200 days 10
72	72	after the date of the enactment of this Act, the 11
73	73	President shall submit to the appropriate con-12
74	74	gressional committees the strategy required by 13
75	75	subsection (a). 14

77	77	ROGRESS REPORT.—Not later than 3 15
78	78	years after the date of the enactment of this 16
79	79	Act, the President shall submit to the appro-17
80	80	priate congressional committees a report on the 18
81	81	implementation of the strategy required by 19

102	102	States and Foreign Commercial Service and As-10
103	103	sistant Secretary of Commerce for Global Mar-11

105	105	(C) the Assistant United States Trade 13
106	106	Representative for African Affairs or the Assist-14
107	107	ant United States Trade Representative for the 15
108	108	Western Hemisphere, as appropriate; 16
109	109	(D) the Assistant Secretary of State for 17

128	128	and services, with a view toward improving secure 8
129	129	supply chains, avoiding economic disruptions, and 9
130	130	stabilizing economic growth through a trade and ex-10
131	131	port strategy. 11

133	133	RADEMISSIONS TOAFRICA ANDLATINAMER-12
134	134	ICA AND THECARIBBEAN.—It is the sense of Congress 13
135	135	that, not later than one year after the date of the enact-14
136	136	ment of this Act, the Secretary of Commerce and other 15
137	137	high-level officials of the United States Government with 16
138	138	responsibility for export promotion, financing, and devel-17
139	139	opment should conduct joint trade missions to Africa and 18
140	140	to Latin America and the Caribbean. 19

142	142	RAINING.—The President shall develop a plan— 20
143	143	(1) to standardize the training received by 21
144	144	United States and Foreign Commercial Service offi-22
145	145	cers, economic officers of the Department of State, 23
146	146	and economic officers of the United States Agency 24
147	147	for International Development with respect to the 25

156	156	(2) to ensure that, not later than one year after 6
157	157	the date of the enactment of this Act— 7
158	158	(A) all United States and Foreign Com-8
159	159	mercial Service officers that are stationed over-9
160	160	seas receive the training described in paragraph 10
161	161	(1); and 11
162	162	(B) in the case of a country to which no 12
163	163	United States and Foreign Commercial Service 13
164	164	officer is assigned, any economic officer of the 14
165	165	Department of State stationed in that country 15
166	166	receives that training. 16
