1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘Increasing American 4

3131 (1) IN GENERAL.—The President shall establish 1
3232 a comprehensive United States strategy for public 2
3333 and private investment, trade, and development in 3
3434 Africa and Latin America and the Caribbean. 4

3636 OCUS OF STRATEGY .—The strategy re-5
3737 quired by paragraph (1) shall focus on increasing ex-6
3838 ports of United States goods and services to Africa 7
3939 and Latin America and the Caribbean by 200 per-8
4040 cent in real dollar value by the date that is 10 years 9
4141 after the date of the enactment of this Act. 10

4343 ONSULTATIONS.—In developing the strat-11
4444 egy required by paragraph (1), the President shall 12
4545 consult with— 13
4646 (A) Congress; 14
4747 (B) each agency that is a member of the 15
4848 Trade Promotion Coordinating Committee; 16
4949 (C) the relevant multilateral development 17
5050 banks, in coordination with the Secretary of the 18
5151 Treasury and the respective United States Ex-19
5252 ecutive Directors of such banks; 20
5353 (D) each agency that participates in the 21
5454 Trade Policy Staff Committee; 22
5555 (E) the President’s Export Council; 23
5656 (F) each of the development agencies; 24

129129 supply chains, avoiding economic disruptions, and 9
130130 stabilizing economic growth through a trade and ex-10
131131 port strategy. 11

133133 RADEMISSIONS TOAFRICA ANDLATINAMER-12
134134 ICA AND THECARIBBEAN.—It is the sense of Congress 13
135135 that, not later than one year after the date of the enact-14
136136 ment of this Act, the Secretary of Commerce and other 15
137137 high-level officials of the United States Government with 16
138138 responsibility for export promotion, financing, and devel-17
139139 opment should conduct joint trade missions to Africa and 18
140140 to Latin America and the Caribbean. 19

142142 RAINING.—The President shall develop a plan— 20
143143 (1) to standardize the training received by 21
144144 United States and Foreign Commercial Service offi-22
145145 cers, economic officers of the Department of State, 23
146146 and economic officers of the United States Agency 24
147147 for International Development with respect to the 25

157157 the date of the enactment of this Act— 7

159159 mercial Service officers that are stationed over-9
160160 seas receive the training described in paragraph 10

162162 (B) in the case of a country to which no 12
163163 United States and Foreign Commercial Service 13
164164 officer is assigned, any economic officer of the 14
165165 Department of State stationed in that country 15
