Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Increasing American 4 Jobs Through Greater United States Exports to Africa 5 and Latin America Act of 2025’’. 6 SEC. 2. INVESTMENT, TRADE, AND DEVELOPMENT IN AFRI-7 CA AND LATIN AMERICA AND THE CARIB-8 BEAN. 9 (a) S TRATEGYREQUIRED.— 10 VerDate Sep 11 2014 23:38 Mar 17, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S816.IS S816 ssavage on LAPJG3WLY3PROD with BILLS 2 •S 816 IS (1) IN GENERAL.—The President shall establish 1 a comprehensive United States strategy for public 2 and private investment, trade, and development in 3 Africa and Latin America and the Caribbean. 4 (2) F OCUS OF STRATEGY .—The strategy re-5 quired by paragraph (1) shall focus on increasing ex-6 ports of United States goods and services to Africa 7 and Latin America and the Caribbean by 200 per-8 cent in real dollar value by the date that is 10 years 9 after the date of the enactment of this Act. 10 (3) C ONSULTATIONS.—In developing the strat-11 egy required by paragraph (1), the President shall 12 consult with— 13 (A) Congress; 14 (B) each agency that is a member of the 15 Trade Promotion Coordinating Committee; 16 (C) the relevant multilateral development 17 banks, in coordination with the Secretary of the 18 Treasury and the respective United States Ex-19 ecutive Directors of such banks; and 3 (H) the private sector, including busi-4 nesses, nongovernmental organizations, and Af-5 rican and Latin American and Caribbean dias-6 pora groups. 7 (4) S UBMISSION TO APPROPRIATE CONGRES -8 SIONAL COMMITTEES.— 9 (A) S TRATEGY.—Not later than 200 days 10 after the date of the enactment of this Act, the 11 President shall submit to the appropriate con-12 gressional committees the strategy required by 13 subsection (a). 14 (B) P ROGRESS REPORT.—Not later than 3 15 years after the date of the enactment of this 16 Act, the President shall submit to the appro-17 priate congressional committees a report on the 18 implementation of the strategy required by 19 paragraph (1). 20 (b) S PECIALAFRICA ANDLATINAMERICA AND THE 21 C ARIBBEANEXPORTSTRATEGYCOORDINATORS.—The 22 Secretary of Commerce shall designate an official of the 23 Department of Commerce to serve as Special Africa Ex-24 port Strategy Coordinator and an official of the Depart-25 VerDate Sep 11 2014 23:38 Mar 17, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S816.IS S816 ssavage on LAPJG3WLY3PROD with BILLS 4 •S 816 IS ment to serve as Special Latin America and the Caribbean 1 Export Strategy Coordinator— 2 (1) to oversee the development and implementa-3 tion of the strategy required by subsection (a); 4 (2) to coordinate developing and implementing 5 the strategy with— 6 (A) the Trade Promotion Coordinating 7 Committee; 8 (B) the Director General for the United 9 States and Foreign Commercial Service and As-10 sistant Secretary of Commerce for Global Mar-11 kets; 12 (C) the Assistant United States Trade 13 Representative for African Affairs or the Assist-14 ant United States Trade Representative for the 15 Western Hemisphere, as appropriate; 16 (D) the Assistant Secretary of State for 17 African Affairs or the Assistant Secretary of 18 State for Western Hemisphere Affairs, as ap-19 propriate; and 2 (H) the development agencies; and 3 (3) to consider and reflect on the impact of the 4 promotion of exports of goods and services from the 5 United States on the economies of and employment 6 opportunities in the countries importing those goods 7 and services, with a view toward improving secure 8 supply chains, avoiding economic disruptions, and 9 stabilizing economic growth through a trade and ex-10 port strategy. 11 (c) T RADEMISSIONS TOAFRICA ANDLATINAMER-12 ICA AND THECARIBBEAN.—It is the sense of Congress 13 that, not later than one year after the date of the enact-14 ment of this Act, the Secretary of Commerce and other 15 high-level officials of the United States Government with 16 responsibility for export promotion, financing, and devel-17 opment should conduct joint trade missions to Africa and 18 to Latin America and the Caribbean. 19 (d) T RAINING.—The President shall develop a plan— 20 (1) to standardize the training received by 21 United States and Foreign Commercial Service offi-22 cers, economic officers of the Department of State, 23 and economic officers of the United States Agency 24 for International Development with respect to the 25 VerDate Sep 11 2014 23:38 Mar 17, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S816.IS S816 ssavage on LAPJG3WLY3PROD with BILLS 6 •S 816 IS programs and procedures of the Export-Import 1 Bank of the United States, the United States Inter-2 national Development Finance Corporation, the 3 Small Business Administration, and the United 4 States Trade and Development Agency; and 5 (2) to ensure that, not later than one year after 6 the date of the enactment of this Act— 7 (A) all United States and Foreign Com-8 mercial Service officers that are stationed over-9 seas receive the training described in paragraph 10 (1); and 11 (B) in the case of a country to which no 12 United States and Foreign Commercial Service 13 officer is assigned, any economic officer of the 14 Department of State stationed in that country 15 receives that training. 16 (e) D EFINITIONS.—In this section: 17 (1) A PPROPRIATE CONGRESSIONAL COMMIT -18 TEES.—The term ‘‘appropriate congressional com-19 mittees’’ means— 20 (A) the Committee on Banking, Housing, 21 and Urban Affairs, the Committee on Com-22 merce, Science, and Transportation, the Com-23 mittee on Finance, and the Committee on For-24 eign Relations of the Senate;
