To provide for increased reporting regarding Department
of State Taiwan guidelines.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Taiwan Assurance Im-4
plementation Act’’. 5
SEC. 2. INCREASED REPORTING REGARDING DEPARTMENT 6
OF STATE TAIWAN GUIDELINES. 7
Section 315 of the Taiwan Assurance Act of 2020 8
(subtitle B of title III of division FF of Public Law 116– 9
260; 134 Stat. 3100) is amended— 10

(1) in subsection (c)(1), by inserting ‘‘and any 1
successor document or related document that in-2
cludes guidance on relations with Taiwan’’ after 3
‘‘memorandum’’; and 4
(2) by adding at the end the following new sub-5
section: 6
‘‘(d) P
ERIODICREVIEWS ANDUPDATEDREPORTS.— 7
‘‘(1) I
N GENERAL.—For as long as the Depart-8
ment of State maintains guidance that governs rela-9
tions with Taiwan as described in subsection (a), the 10
Secretary of State shall— 11
‘‘(A) not less than once every five years, 12
conduct a review of the Department of State’s 13
guidance that governs relations with Taiwan, 14
including the periodic memorandum entitled, 15
‘Guidelines on Relations with Taiwan’ and re-16
lated documents, and reissue such guidance to 17
executive branch departments and agencies; and 18
‘‘(B) not later than 90 days after com-19
pleting a review required by paragraph (1)(A), 20
submit an updated report to the Committee on 21
Foreign Relations of the Senate and the Com-22
mittee on Foreign Affairs of the House of Rep-23
resentatives. 24

‘‘(2) MATTERS TO BE INCLUDED .—The up-1
dated reports required under paragraph (1)(B) shall 2
include— 3
‘‘(A) all the information required under 4
subsection (c); 5
‘‘(B) a description of how the updated 6
guidance meets the goals and objectives de-7
scribed in subsection (b); and 8
‘‘(C) an identification of self-imposed re-9
strictions on relations with Taiwan lifted by the 10
Secretary of State in the most recent updated 11
guidance, including the periodic memorandum 12
entitled ‘Guidelines on Relations with Taiwan’ 13
and related documents.’’. 14
