A BILL 
To prohibit the use of funds by the Secretary of the Interior 
to finalize and implement certain travel management 
plans in the State of Utah. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Historic Roadways 4
Protection Act’’. 5
SEC. 2. PROHIBITION ON USE OF USE OF FUNDS TO FINAL-6
IZE AND IMPLEMENT CERTAIN TRAVEL MAN-7
AGEMENT PLANS IN THE STATE OF UTAH. 8

EFINITIONS.—In this section: 9

(1) APPLICABLE PERIOD.—The term ‘‘applica-1
ble period’’ means the period that begins on the date 2
of enactment of this Act and ends on the date on 3
which the Secretary certifies to Congress that each 4
of the R.S. 2477 cases has been adjudicated. 5
(2) C
OVERED TRAVEL MANAGEMENT AREA .— 6
The term ‘‘covered travel management area’’ means 7
any of the following travel management areas in the 8
State of Utah: 9
(A) The Henry Mountains and Fremont 10
Gorge Travel Management Area. 11
(B) The Dinosaur (North) Travel Manage-12
ment Area. 13
(C) The Book Cliffs Travel Management 14
Area (Vernal Field Office). 15
(D) The Nine Mile Canyon Travel Man-16
agement Area (Vernal Field Office). 17
(E) The San Rafael Swell Travel Manage-18
ment Area. 19
(F) The Nine Mile Canyon Travel Manage-20
ment Area (Price Field Office). 21
(G) The Book Cliffs Travel Management 22
Area (Moab Field Office). 23

ERTAINTRAVELMANAGEMENTPLANS.—During the ap-11
plicable period, notwithstanding any other provision of 12
law, the Secretary may not obligate or expend Federal 13
funds— 14
(1) to finalize or implement, with respect to 15
land within the boundary of the State of Utah, a 16
new travel management plan for a covered travel 17
management area; or 18
(2) to implement, with respect to land within 19
the boundary of the State of Utah— 20
(A) the Indian Creek (Canyon Rims) Trav-21
el Management Plan; 22
(B) the San Rafael Desert Travel Manage-23
ment Plan; 24
