106106 pursuant to section 148(l); or 13
107107 ‘‘(II) was identified by a local 14
108108 government, metropolitan planning or-15
109109 ganization, or regional transportation 16
110110 planning organization, including in a 17
111111 safety plan described in subparagraph 18
112112 (D), as addressing 1 or more areas of 19
113113 high risk to vulnerable road users 20
114114 during the consultation process re-21
115115 quired under section 148(l)(4)(B) and 22
116116 through a planning process and data- 23
117117 based analysis. 24
