17	17	To amend chapter 44 of title 18, United States Code, to
18	18	define ‘‘State of residence’’ and ‘‘resident’’, and for other
19	19	purposes.
20	20	Be it enacted by the Senate and House of Representa-1
21	21	tives of the United States of America in Congress assembled, 2
22	22	SECTION 1. SHORT TITLE. 3
23	23	This Act may be cited as the ‘‘Traveler’s Gun Rights 4
24	24	Act’’. 5
25	25	SEC. 2. STATE OF RESIDENCE. 6
26	26	(a) D
27	27	EFINITIONS.—Section 921 of title 18, United 7
28	28	States Code, is amended— 8
29	29	(1) in subsection (a)— 9

33	33	(A) by striking ‘‘(a)’’ before ‘‘As used’’; 1

35	35	(B) by adding at the end the following: 3
36	36	‘‘(38)(A) The term ‘State of residence’ means— 4
37	37	‘‘(i) the State in which an individual re-5
38	38	sides; 6
39	39	‘‘(ii) in the case of an individual, or spouse 7
40	40	of an individual, who is an active duty member 8
41	41	of the Armed Forces— 9
42	42	‘‘(I) the State in which the permanent 10
43	43	duty station of the member is located; and 11
44	44	‘‘(II) the State in which the member 12
45	45	maintains a place of abode from which the 13
46	46	member commutes each day to the perma-14
47	47	nent duty station of the member; or 15
48	48	‘‘(iii) in the case of an individual who does 16
49	49	not have a physical residence in any State, the 17
50	50	State in which an individual maintains a private 18
51	51	mailbox or post office box. 19
52	52	‘‘(B) For purposes of subparagraph (A)(i)— 20
53	53	‘‘(i) an individual resides in a State if the 21
54	54	individual is present in the State with the inten-22
55	55	tion of making a home in that State; and 23
56	56	‘‘(ii) an individual who maintains a home 24
57	57	in more than 1 State is a resident of each such 25

63	63	‘‘(39) The term ‘resident’, with respect to a 3
64	64	State, means an individual who satisfies clause (i), 4
65	65	(ii), or (iii) of paragraph (38)(A) with respect to 5
66	66	that State.’’; and 6

71	71	HECKSYSTEM.—Section 922(t)(1)(D) of title 18, United 9
72	72	States Code, is amended by striking ‘‘transferee con-10
73	73	taining a photograph of the transferee.’’ and inserting the 11
74	74	following: ‘‘transferee— 12
75	75	‘‘(i) containing a photograph of the trans-13
76	76	feree; and 14
77	77	‘‘(ii) containing— 15
78	78	‘‘(I) the address of the residence of 16
79	79	the transferee; or 17
80	80	‘‘(II) the address for a private mail-18
81	81	box or post office box maintained by the 19
82	82	transferee, if the transferee does not have 20
83	83	a physical residence in any State.’’. 21
