Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Traveler’s Gun Rights 4 Act’’. 5 SEC. 2. STATE OF RESIDENCE. 6 (a) D EFINITIONS.—Section 921 of title 18, United 7 States Code, is amended— 8 (1) in subsection (a)— 9 VerDate Sep 11 2014 23:03 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S966.IS S966 kjohnson on DSK7ZCZBW3PROD with $$_JOB 2 •S 966 IS (A) by striking ‘‘(a)’’ before ‘‘As used’’; 1 and 2 (B) by adding at the end the following: 3 ‘‘(38)(A) The term ‘State of residence’ means— 4 ‘‘(i) the State in which an individual re-5 sides; 6 ‘‘(ii) in the case of an individual, or spouse 7 of an individual, who is an active duty member 8 of the Armed Forces— 9 ‘‘(I) the State in which the permanent 10 duty station of the member is located; and 11 ‘‘(II) the State in which the member 12 maintains a place of abode from which the 13 member commutes each day to the perma-14 nent duty station of the member; or 15 ‘‘(iii) in the case of an individual who does 16 not have a physical residence in any State, the 17 State in which an individual maintains a private 18 mailbox or post office box. 19 ‘‘(B) For purposes of subparagraph (A)(i)— 20 ‘‘(i) an individual resides in a State if the 21 individual is present in the State with the inten-22 tion of making a home in that State; and 23 ‘‘(ii) an individual who maintains a home 24 in more than 1 State is a resident of each such 25 VerDate Sep 11 2014 23:03 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S966.IS S966 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •S 966 IS State during the time when the individual is 1 present in that State. 2 ‘‘(39) The term ‘resident’, with respect to a 3 State, means an individual who satisfies clause (i), 4 (ii), or (iii) of paragraph (38)(A) with respect to 5 that State.’’; and 6 (2) by striking subsection (b). 7 (b) N ATIONALINSTANTCRIMINALBACKGROUND 8 C HECKSYSTEM.—Section 922(t)(1)(D) of title 18, United 9 States Code, is amended by striking ‘‘transferee con-10 taining a photograph of the transferee.’’ and inserting the 11 following: ‘‘transferee— 12 ‘‘(i) containing a photograph of the trans-13 feree; and 14 ‘‘(ii) containing— 15 ‘‘(I) the address of the residence of 16 the transferee; or 17 ‘‘(II) the address for a private mail-18 box or post office box maintained by the 19 transferee, if the transferee does not have 20 a physical residence in any State.’’. 21 Æ VerDate Sep 11 2014 23:03 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S966.IS S966 kjohnson on DSK7ZCZBW3PROD with $$_JOB
