4242 erwise support any research involving human fetal 7
4343 tissue that is obtained pursuant to an induced abor-8
4444 tion. 9

4646 EVELOPMENT OF NEW , ETHICAL CELL 10
4747 LINES.—Subsection (a) does not limit the authority 11
4848 of the head of any Federal department, agency, or 12
4949 office, to develop or support the development of new, 13
5050 high-efficiency cell lines, including for the production 14
5151 of vaccines and genetic vectors, so long as the cell 15
5252 lines are not derived from human fetal tissue that is 16
5353 obtained pursuant to an induced abortion. 17

5555 ESEARCH INVOLVING HUMAN FETAL TIS -18
5656 SUE OBTAINED AFTER A MISCARRIAGE OR STILL -19
5757 BIRTH PERMITTED.—Any research of any Federal 20
5858 department, agency, or office on human fetal tissue 21
5959 obtained after a miscarriage or stillbirth shall be 22
6060 conducted or supported in accordance with section 23
6161 498A of the Public Health Service Act (42 U.S.C. 24

114114 ISCARRIAGE.—The term ‘miscarriage’ 14
115115 means the involuntary death of an unborn child who 15
116116 was carried in the womb for a period of less than 16

119119 TILLBIRTH.—The term ‘stillbirth’ means 18
120120 the involuntary death of an unborn child who was 19
121121 carried in the womb for a period of 20 weeks or 20

124124 NBORN CHILD.—-The term ‘unborn 22
125125 child’ has the meaning given such term in section 23
