20	20	To prohibit the Federal Government from conducting, fund-
21	21	ing, approving, or otherwise supporting any research in-
22	22	volving human fetal tissue that is obtained pursuant
23	23	to an induced abortion, and to prohibit the solicitation
24	24	or knowing acquisition, receipt, or acceptance of a dona-
25	25	tion of such tissue.
26	26	Be it enacted by the Senate and House of Representa-1
27	27	tives of the United States of America in Congress assembled, 2
28	28	SECTION 1. SHORT TITLE. 3
29	29	This Act may be cited as the ‘‘Protecting Life and 4
30	30	Integrity in Research Act of 2025’’. 5

40	40	N GENERAL.—No Federal department, 5
41	41	agency, or office may conduct, fund, approve, or oth-6
42	42	erwise support any research involving human fetal 7
43	43	tissue that is obtained pursuant to an induced abor-8
44	44	tion. 9

46	46	EVELOPMENT OF NEW , ETHICAL CELL 10
47	47	LINES.—Subsection (a) does not limit the authority 11
48	48	of the head of any Federal department, agency, or 12
49	49	office, to develop or support the development of new, 13
50	50	high-efficiency cell lines, including for the production 14
51	51	of vaccines and genetic vectors, so long as the cell 15
52	52	lines are not derived from human fetal tissue that is 16
53	53	obtained pursuant to an induced abortion. 17

55	55	ESEARCH INVOLVING HUMAN FETAL TIS -18
56	56	SUE OBTAINED AFTER A MISCARRIAGE OR STILL -19
57	57	BIRTH PERMITTED.—Any research of any Federal 20
58	58	department, agency, or office on human fetal tissue 21
59	59	obtained after a miscarriage or stillbirth shall be 22
60	60	conducted or supported in accordance with section 23
61	61	498A of the Public Health Service Act (42 U.S.C. 24
62	62	289g–1). 25

67	67	‘‘human fetal tissue’’ has the meaning given such 2
68	68	term in section 498A(g) of the Public Health Service 3
69	69	Act (42 U.S.C. 289g–1(g)). 4

112	112	abortion, a miscarriage, or a stillbirth. 13

114	114	ISCARRIAGE.—The term ‘miscarriage’ 14
115	115	means the involuntary death of an unborn child who 15
116	116	was carried in the womb for a period of less than 16
117	117	20 weeks. 17

119	119	TILLBIRTH.—The term ‘stillbirth’ means 18
120	120	the involuntary death of an unborn child who was 19
121	121	carried in the womb for a period of 20 weeks or 20
122	122	more. 21

124	124	NBORN CHILD.—-The term ‘unborn 22
125	125	child’ has the meaning given such term in section 23
126	126	1841(d) of title 18, United States Code.’’. 24

142	142	‘‘(1) solicit or knowingly acquire, receive, or ac-12
143	143	cept a donation (excluding any transfer for purposes 13
144	144	of autopsy or burial) of human fetal tissue knowing 14
145	145	that— 15
146	146	‘‘(A) a human pregnancy was deliberately 16
147	147	initiated to provide such tissue; or 17
148	148	‘‘(B) the tissue was obtained pursuant to 18
149	149	an induced abortion; or’’. 19
