or otherwise supporting any research involving human fetal tissue that 
is obtained pursuant to an induced abortion, and to prohibit the solicita-
tion or knowing acquisition, receipt, or acceptance of a donation of 
such tissue.

A BILL 
To prohibit the Federal Government from conducting, fund-
ing, approving, or otherwise supporting any research in-
volving human fetal tissue that is obtained pursuant 
to an induced abortion, and to prohibit the solicitation 
or knowing acquisition, receipt, or acceptance of a dona-
tion of such tissue. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protecting Life and 4
Integrity in Research Act of 2025’’. 5

SEC. 2. NO RESEARCH INVOLVING HUMAN FETAL TISSUE 1
OBTAINED PURSUANT TO AN INDUCED ABOR-2
TION. 3
(a) I
NGENERAL.— 4
(1) I
N GENERAL.—No Federal department, 5
agency, or office may conduct, fund, approve, or oth-6
erwise support any research involving human fetal 7
tissue that is obtained pursuant to an induced abor-8
tion. 9
(2) D
EVELOPMENT OF NEW , ETHICAL CELL 10
LINES.—Subsection (a) does not limit the authority 11
of the head of any Federal department, agency, or 12
office, to develop or support the development of new, 13
high-efficiency cell lines, including for the production 14
of vaccines and genetic vectors, so long as the cell 15
lines are not derived from human fetal tissue that is 16
obtained pursuant to an induced abortion. 17
(3) R
ESEARCH INVOLVING HUMAN FETAL TIS -18
SUE OBTAINED AFTER A MISCARRIAGE OR STILL -19
BIRTH PERMITTED.—Any research of any Federal 20
department, agency, or office on human fetal tissue 21
obtained after a miscarriage or stillbirth shall be 22
conducted or supported in accordance with section 23
498A of the Public Health Service Act (42 U.S.C. 24
289g–1). 25

(4) DEFINITION.—In this subsection, the term 1
‘‘human fetal tissue’’ has the meaning given such 2
term in section 498A(g) of the Public Health Service 3
Act (42 U.S.C. 289g–1(g)). 4

Public Health Service Act (42 U.S.C. 289g–1) is amend-8
ed— 9
(1) in the section heading, by striking ‘‘

‘‘
HUMAN FETAL TISSUE OBTAINED AFTER A 12
MISCARRIAGE OR STILLBIRTH ’’; 13
(2) by amending subsection (a) to read as fol-14
lows: 15
‘‘(a) E
STABLISHMENT OF PROGRAM.—The Secretary 16
may conduct or support research on human fetal tissue 17
obtained after a miscarriage or a stillbirth.’’; 18
(3) in subsection (b)— 19
(A) in paragraph (1)(B), by inserting ‘‘if 20
the human fetal tissue is intended for trans-21
plantation,’’ before ‘‘the donation’’; and 22
(B) in paragraph (2)— 23
(i) by striking subparagraph (A); and 24

(B) and (C) as subparagraphs (A) and 2
(B), respectively; 3
(4) in subsection (c)(1)(B), by striking ‘‘pursu-4
ant to a spontaneous or induced abortion or pursu-5
ant to’’ and inserting ‘‘after a miscarriage or’’; and 6
(5) by amending subsection (g) to read as fol-7
lows: 8
‘‘(g) D
EFINITIONS.—In this section: 9
‘‘(1) H
UMAN FETAL TISSUE .—The term 10
‘human fetal tissue’ means tissue or cells obtained 11
from a dead unborn child pursuant to an induced 12
abortion, a miscarriage, or a stillbirth. 13
‘‘(2) M
ISCARRIAGE.—The term ‘miscarriage’ 14
means the involuntary death of an unborn child who 15
was carried in the womb for a period of less than 16
20 weeks. 17
‘‘(3) S
TILLBIRTH.—The term ‘stillbirth’ means 18
the involuntary death of an unborn child who was 19
carried in the womb for a period of 20 weeks or 20
more. 21
‘‘(4) U
NBORN CHILD.—-The term ‘unborn 22
child’ has the meaning given such term in section 23
1841(d) of title 18, United States Code.’’. 24

(c) CONFORMINGREPEAL.—Section 113 of the Na-1
tional Institutes of Health Revitalization Act of 1993 (42 2
U.S.C. 289g–1 note) is repealed. 3
SEC. 3. PROHIBITION AGAINST SOLICITATION OR KNOWING 4
ACQUISITION, RECEIPT, OR ACCEPTANCE OF 5
A DONATION OF HUMAN FETAL TISSUE 6
KNOWING THAT THE TISSUE WAS OBTAINED 7
PURSUANT TO AN INDUCED ABORTION. 8
(a) I
NGENERAL.—Paragraph (1) of section 498B(c) 9
of the Public Health Service Act (42 U.S.C. 289g–2(c)) 10
is amended to read as follows: 11
‘‘(1) solicit or knowingly acquire, receive, or ac-12
cept a donation (excluding any transfer for purposes 13
of autopsy or burial) of human fetal tissue knowing 14
that— 15
‘‘(A) a human pregnancy was deliberately 16
initiated to provide such tissue; or 17
‘‘(B) the tissue was obtained pursuant to 18
an induced abortion; or’’. 19
(b) C
ONFORMINGCHANGES.—Section 498B of the 20
Public Health Service Act (42 U.S.C. 289g–2) is amend-21
ed— 22
(1) by striking subsection (b); 23
(2) by redesignating subsections (c) through (e) 24
as subsections (b) through (d), respectively; and 25
