Committee on Health, Education, Labor, and Pensions 
RESOLUTION 
Expressing the sense of the Senate that the operations of 
the National Institutes of Health should not experience 
any interruption, delay, or funding disruption in violation 
of the law and that the workforce of the National Insti-
tutes of Health is essential to sustaining medical 
progress. 
Resolved, That it is the sense of the Senate that— 1
(1) to protect the health, economic vitality, and 2
national security of the people of the United States, 3

the operations of the National Institutes of Health, 1
including funding research on childhood cancers, 2
Alzheimer’s disease, diabetes, heart disease, infec-3
tious disease, amyotrophic lateral sclerosis, and 4
other diseases and conditions, should not be subject 5
to any interruption, delay, or funding disruption in 6
violation of the law; and 7
(2) the workforce of the National Institutes of 8
Health, comprised of scientists, researchers, and 9
medical professionals, is essential to sustaining med-10
ical progress, and any interference with its work un-11
dermines efforts to develop life-saving treatments, 12
weakens the biomedical research enterprise, and 13
threatens the Nation’s ability to respond to public 14
health challenges. 15
