7LONG TITLE
8General Description:
9 This resolution modifies requirements for the public comment phase of a standing
10committee meeting.
11Highlighted Provisions:
12 This resolution:
13 <prohibits a chair from taking public comment from an individual witness unless the
14individual provides certain information;
15 <if an individual witness is participating via video conference, prohibits a chair from
16taking the individual's comment unless:
17 Cthe individual provides the individual's place of residence; and
18 Cthe individual's video is enabled; and
19 <makes technical and conforming changes.

24Be it resolved by the House of Representatives of the state of Utah:
25 Section 1.  HR3-2-308 is amended to read:

26 HR3-2-308.  Public comment.
27 (1)  During the public comment phase[, a committee member may not] of a committee
28meeting:
29 (a)  except for a motion to amend legislation, substitute legislation, or dispose of
30legislation[.  All other motions are in order during the public comment phase.], all other
31motions are in order;
32 [(2)  During the public comment phase of a committee meeting:]
33 [(a)] (b)  the chair, or a committee by majority vote, may limit the time an individual
34witness or presenter speaks to a committee as authorized under HR3-2-304; [and]
35 [(b)] (c)  the chair, or the committee by majority vote, may terminate the public
36comment phase at any time[.]; and
37 (d)  the chair may not take comment from an individual witness unless:
38 (i)  the individual provides the individual's legal name and the entity that the individual
39represents, if any; and
40 (ii)  if the individual is participating via video conference:
41 (A)  the individual provides the individual's place of residence; and
42 (B)  the individual's video is enabled.
43 [(3)] (2)  Unless the chair, or a committee by majority vote, permits additional public
44comment, once the public comment phase has ended only committee members, legislative
45sponsors, staff, and those authorized under HR3-2-307 may address the committee.
