01-07 14:48 H.B. 120 1 Time Change Amendments 2025 GENERAL SESSION STATE OF UTAH Chief Sponsor: Joseph Elison 2 3 LONG TITLE 4 General Description: 5 This bill amends provisions relating to the time observed in Utah. 6 Highlighted Provisions: 7 This bill: 8 ▸ defines terms; and 9 ▸ provides that Utah will observe mountain standard time year-round until federal law 10 allows Utah to observe mountain daylight time year-round, after which Utah will 11 observe mountain daylight time year-round. 12 Money Appropriated in this Bill: 13 None 14 Other Special Clauses: 15 None 16 Utah Code Sections Affected: 17 ENACTS: 18 63G-1-902, Utah Code Annotated 1953 19 REPEALS: 20 63G-1-901, as enacted by Laws of Utah 2020, Chapter 247 21 22 Be it enacted by the Legislature of the state of Utah: 23 Section 1. Section 63G-1-902 is enacted to read: 24 Part 9. Utah Time 25 63G-1-902 . Definitions. 26 (1) As used in this section: 27 (a) "Mountain daylight time" means a time that is one hour later than mountain standard 28 time. 29 (b) "Mountain standard time" means the observed time assigned to the mountain time 30 zone in 15 U.S.C. Sec. 261. 31 (2) Except as provided in Subsection (3), beginning on January 1, 2026, Utah: H.B. 120 01-07 14:48 32 (a) is exempt from the provisions of 15 U.S.C. Sec. 260a that provide for the 33 advancement of time by one hour; and 34 (b) will observe mountain standard time at all times of the year. 35 (3) If federal law is changed to permit Utah to observe mountain daylight time at all times 36 of the year, Utah will, beginning at 2 a.m. on January 1 after the change to federal law 37 takes effect, observe mountain daylight time at all times of the year. 38 Section 2. Repealer. 39 This bill repeals: 40 Section 63G-1-901, Year-round daylight saving time. 41 Section 3. Effective date. 42 This bill takes effect on May 7, 2025. - 2 -
