AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to amend the Code of Virginia by adding a section numbered in, relating to public schools; school libraries; catalog of print or digital materials available in school libraries; development, implementation, and maintenance.
Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 22.1-206.4 as follows:
22.1-206.4. Catalog of print or digital materials available in school libraries; development, implementation, and maintenance.
A. As used in this section, "print or digital material" includes any book, graphic novel, pamphlet, magazine, newspaper, periodical, or other written material or document that is available in a print or digital format. "Print or digital material" includes any such material that is composed of or includes drawings, paintings, photographs, or other visual depictions.
B. The principal of each public elementary or secondary school or his designee shall develop, implement, and maintain in an electronic spreadsheet or substantially similar electronic format a catalog of all print or digital materials available in the school library. Such catalog shall:
1. Be developed and posted in a publicly accessible location on the school website in a searchable and downloadable format;
2. Identify each item by the item's title, author, and, if applicable, International Standard Book Number (ISBN), or such other identifying features or information as the principal or his designee deems appropriate; and
3. Be maintained and updated as necessary to accurately reflect all print or digital materials available in the school library.
