HOUSE RESOLUTION NO. 817

Commending Carlos Castro.

Agreed to by the House of Delegates, February 21, 2025

 

WHEREAS, Carlos Castro, president and chief executive officer of Todos Supermarket, a thriving business in Woodbridge and Dumfries, is a prime example of perseverance, dedication, and entrepreneurial spirit; and

WHEREAS, Carlos Castro emigrated from El Salvador at the age of 25, fleeing the violence of the Salvadoran Civil War, and bravely faced the challenges of starting anew in the United States; and

WHEREAS, Carlos Castro worked in various jobs, including as a dishwasher and laborer, before pursuing an education and eventually becoming a successful businessman, opening Todos Supermarket in 1990 to serve the growing Latino community in Northern Virginia; and

WHEREAS, under Carlos Castro's leadership, Todos Supermarket has expanded to two locations, employing more than 200 people and providing services to a diverse customer base while contributing to the economic development of the local community; and

WHEREAS, in addition to his business success, Carlos Castro is a leader in the community, having founded the Hispanic Organization for Leadership and Action and served on the boards of several key organizations, including the Prince William Chamber of Commerce, Potomac Health Foundation, and Northern Virginia Workforce Development Board, among others; and

WHEREAS, Carlos Castro's commitment to serving others extends beyond his business and community involvement, as he has provided mentorship and assistance to many individuals, including those in his workforce, encouraging growth and leadership within the company; and

WHEREAS, Carlos Castro's life story exemplifies the positive impact of immigrants on American society, contributing to both the economy and the local community through the creation of jobs and services and the promotion of diversity and inclusion; and

WHEREAS, Carlos Castro's dedication to uplifting others is further reflected in his plans to help immigrants navigate challenging times by sharing his personal experiences and empowering others to achieve success through hard work, perseverance, and resilience; now, therefore, be it

RESOLVED by the House of Delegates, That Carlos Castro hereby be commended for his entrepreneurial success, community leadership, and lasting impact on the lives of countless individuals in the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Carlos Castro as an expression of the House of Delegates' admiration for his outstanding contributions to the business community, his advocacy for immigrant rights, and his tireless efforts to improve the lives of those around him.
