1414 Statement of purpose of bill as introduced: This bill proposes to reduce the use 9
1515 of seclusion and restraint on children and youth who are in the custody of the 10
1616 Department for Children and Families and participating in a residential 11
1717 program. This bill proposes to improve seclusion and restraint data collection 12
1818 by defining seclusion and restraint in 33 V.S.A. § 3206 and requiring more 13
1919 consistent reporting by residential programs serving children and youth in the 14
2020 custody of the Department. It proposes to require that ongoing modifications 15
2121 to the Department’s IT system include processes for collecting and integrating 16
2222 data pertaining to seclusion and restraint. Lastly, this bill proposes to require 17
2323 enhanced professional development on alternatives to seclusion and restraint 18
2424 for the staff of residential programs serving children and youth in the custody 19
