This bill proposes to improve seclusion and restraint data collection 12 by defining seclusion and restraint in 33 V.S.A. § 3206 and requiring more 13 consistent reporting by residential programs serving children and youth in the 14 custody of the Department. It proposes to require that ongoing modifications 15 to the Department’s IT system include processes for collecting and integrating 16 data pertaining to seclusion and restraint.
