13+Statement of purpose of bill as introduced: This bill proposes to task the 8
14+Department of Buildings and General Services with identifying State real 9
15+property suitable for conversion into affordable housing. 10
16+An act relating to identifying State real property suitable for conversion into 11

18+It is hereby enacted by the General Assembly of the State of Vermont: 13
19+Sec. 1. 29 V.S.A. § 152 is amended to read: 14
20+§ 152. DUTIES OF COMMISSIONER 15

22+(b) The Commissioner of Buildings and General Services shall: 17
23+(1) Prior to transfer of unexpended balances between projects under the 18
24+provisions of this section or another provision of law, consult with the State 19
25+Treasurer and the Commissioner of Finance and Management to determine that 20 BILL AS INTRODUCED H.50

30+such transfer does not adversely affect the exclusion from gross income of the 1
31+interest on the bonds from which such unexpended proceeds are derived, 2
32+pursuant to Section 103 of the Internal Revenue Code of 1986 or any 3
33+corresponding Internal Revenue Code section of the United States, as from 4
34+time to time amended. The Commissioner shall notify the State Treasurer 5
35+within 30 days of the postponement of any authorized projects for which bonds 6
36+have been issued. 7
37+(2) Consult with the State Treasurer regarding implementation of 8
38+projects in each capital appropriations act, including the disposition of assets 9
39+purchased with capital appropriations, with regard to satisfactory resolution of 10
40+issues associated with legal and tax-exempt status of outstanding State bonds. 11
41+(3) On or before January 15 of each new legislative biennium, study and 12
42+submit to the General Assembly a report that examines whether any of the 13
43+State’s real property, including underutilized lots in population centers, is 14
44+suitable for conversion into affordable housing. 15
