Sec.1.29V.S.A.§ 152isamendedtoread:
§ 152.DUTIESOFCOMMISSIONER

(b)TheCommissionerofBuildingsandGeneralServicesshall:
(1)Priortotransferofunexpendedbalancesbetweenprojectsunderthe
provisionsofthissectionoranotherprovisionoflaw,consultwiththeState

TreasurerandtheCommissionerofFinanceandManagementtodeterminethat
suchtransferdoesnotadverselyaffecttheexclusionfromgrossincomeofthe
interestonthebondsfromwhichsuchunexpendedproceedsarederived,
pursuanttoSection103oftheInternalRevenueCodeof1986orany
correspondingInternalRevenueCodesectionoftheUnitedStates,asfrom
timetotimeamended.TheCommissionershallnotifytheStateTreasurer
within30daysofthepostponementofanyauthorizedprojectsforwhich
bondshavebeenissued.
(2)ConsultwiththeStateTreasurerregardingimplementationof
projectsineachcapitalappropriationsact,includingthedispositionofassets
purchasedwithcapitalappropriations,withregardtosatisfactoryresolutionof
issuesassociatedwithlegalandtax-exemptstatusofoutstandingStatebonds.
(3)OnorbeforeJanuary15ofeachnewlegislativebiennium,studyand
submittotheGeneralAssemblyareportthatexamineswhetheranyofthe
State’srealproperty,includingunderutilizedlotsinpopulationcenters,is
suitableforconversionintoaffordablehousing.

Sec.2.EFFECTIVEDATE
Thisactshalltakeeffectonpassage.

(e)TheCommissionerofBuildingsandGeneralServicesshallmaintainan
inventoryofallState-ownedbuildingsandlandandshallbiannuallycompile
andupdatetheinformationreceivedundersubsection(g)ofthissection,which
shallbeconsideredonceavailableinmakingspacingallocationsand
designatingusesundersubsection(c)ofthissection.

(g)Theheadofeachagencyshallprepareandforwardtothe
CommissionerofBuildingsandGeneralServiceswhenrequestedbythe
CommissionerannuallyinaformatprescribedbytheCommissioneran
inventoryof:squarefootageavailableforuse;squarefootageinactualuse;
squarefootagenotinuse;squarefootageusedforstorage;squarefootagethat
isunfinished;costpersquarefootforrent;costpersquarefootforoperation
andmaintenance;andthesourceoffundsforrent,operation,and
maintenance,includingtheactandsectionnumbersofalegislativedirectiveif
applicable.Theheadofeachagencyshalladditionallyindicateinits
inventoryinaformatprescribedbytheCommissionerwhetheranybuildingis
vacantandwhetheranylandisunnecessaryforStatepurposes.

(j)OnorbeforeJanuary15ofeachnewlegislativebiennium,the
CommissionershallsubmittotheHouseCommitteeonCorrectionsand
InstitutionsandtheSenateCommitteeonInstitutionstheinventorymaintained
undersubsection(e)ofthissection.
