(4)Publiceducationandoutreach.Thecollectionplanshallincludean educationandoutreachprogramthatshallincludeawebsiteandmayinclude mediaadvertising,retaildisplays,articlesandpublications,andotherpublic educationalefforts.OutreachandeducationshallbesuitablefortheState’s diverseethnicpopulations,throughtranslatedandculturallyappropriate materials,includingin-languageandtargetedoutreach.Publiceducationand outreachshouldincludecontenttoincreasemeaningfulparticipationby environmentaljusticefocuspopulationsasrequiredby3V.S.A.chapter72. (3)DescribehowtheProgramproposedundertheplanwillcollect, transport,recycle,andprocesspostconsumerpaintproductsforend-of-life management,includingrecycling,energyrecovery,anddisposal,using environmentallysoundmanagementpractices. (3)Convenientcollectionlocation.Thestewardshiporganizationshall developacollectionprogramthatallowsallmunicipalhouseholdhazardous wastecollectionprogramstoopttobeapartofthecollectionplan,including collectioneventsandfacilitiesofferedbysolidwasteplanningentities.The planshallmakeeffortstositepointsofcollectionequitablyacrossallregions oftheStatetoallowforconvenientandreasonableaccessofallVermontersto collectionfacilitiesorcollectionevents. (6)Methodofdisposition.Thecollectionplanshalldescribehow coveredhouseholdhazardousproductswillbemanagedinthemost environmentallyandeconomicallysoundmanner,includingfollowingthe waste-managementhierarchy.Themanagementofcoveredhousehold hazardousproductsunderthecollectionplanshallusemanagementactivities inthefollowingpriorityorder:sourcereduction,reuse,recycling,energy recovery,anddisposal.Collectedcoveredhouseholdhazardousproductsshall berecycledwhentechnicallyandeconomicallyfeasible.
