| 20 | 20 | | its energy service needs in a manner that is adequate, reliable, secure, and 15 |

| 21 | 21 | | sustainable; that ensures affordability and equitable distribution of energy 16 |
|---|
| 22 | 22 | | burden at the household level, and encourages the State’s economic vitality, 17 |

| 23 | 23 | | the efficient use of energy resources, and cost-effective demand-side 18 |
|---|

| 36 | 36 | | achieve the greenhouse gas emissions reductions requirements pursuant to 8 |

| 37 | 37 | | 10 V.S.A § 578 and is consistent with the Vermont Climate Action Plan 9 |
