Statement of purpose of bill as introduced:  This bill proposes to incorporate 7 
economic equity and beneficial electrification into the State energy policy. 8 
An act relating to updates to the State energy policy 9 
It is hereby enacted by the General Assembly of the State of Vermont:  10 
Sec. 1.  30 V.S.A. § 202a is amended to read: 11 
§ 202a.  STATE ENERGY POLICY 12 
It is the general policy of the State of Vermont: 13 
(1)  To ensure to the greatest extent practicable that Vermont can meet 14 
its energy service needs in a manner that is adequate, reliable, secure, and 15 
sustainable; that ensures affordability and equitable distribution of energy 16 
burden at the household level, and encourages the State’s economic vitality, 17 
the efficient use of energy resources, and cost-effective demand-side 18 
management; and that is environmentally sound. 19  BILL AS INTRODUCED 	H.353

(2)  To identify and evaluate, on an ongoing basis, resources that will 1 
meet Vermont’s energy service needs in accordance with the principles of 2 
reducing greenhouse gas emissions and least-cost integrated planning, 3 
including efficiency, conservation, beneficial electrification, and load 4 
management alternatives; wise use of renewable resources; and 5 
environmentally sound energy supply. 6 
(3)  To meet Vermont’s energy service needs in a manner that will 7 
achieve the greenhouse gas emissions reductions requirements pursuant to 8 
10 V.S.A § 578 and is consistent with the Vermont Climate Action Plan 9 
adopted and updated pursuant to 10 V.S.A. § 592. 10 
Sec. 2.  EFFECTIVE DATE 11 
This act shall take effect on July 1, 2025. 12
