1212 Statement of purpose of bill as introduced: This bill proposes to allow 7
1313 municipal supervisory employees to organize and collectively bargain. This 8
1414 bill also proposes to expand the definition of municipal public safety employee 9
1515 to include support staff in public safety departments. 10

1717 It is hereby enacted by the General Assembly of the State of Vermont: 12
1818 Sec. 1. 21 V.S.A. § 1722 is amended to read: 13

2222 (12) “Municipal employee” means any employee of a municipal 17
2323 employer, including a municipal school employee or a professional employee 18

2929 (A) elected officials, board and commission members, and executive 1
3030 officers; 2
3131 (B) individuals employed as supervisors as defined by section 1502 3
3232 of this title; [Repealed.] 4
3333 (C) individuals who have been employed on a probationary status; 5
3434 (D) confidential employees as defined in this section; 6
3535 (E) certified employees of school districts, except as otherwise 7
3636 provided in section 1735 of this title. 8

3838 (22) “Municipal public safety employee” means a municipal employee 10
3939 who is: 11
4040 (A) a firefighter as defined in 20 V.S.A. § 3151(3); 12
4141 (B) an ambulance service, emergency medical personnel, or first 13
4242 responder service as defined in 24 V.S.A. § 2651; or 14
4343 (C) a law enforcement officer who has been certified by the Vermont 15
4444 Criminal Justice Council pursuant to 20 V.S.A. § 2358; or 16
4545 (D) support staff in a public safety department. 17
4646 Sec. 2. EFFECTIVE DATE 18
4747 This act shall take effect on July 1, 2025. 19
