Subject: Labor; Vermont Municipal Labor Relations Act; supervisory 5

Statement of purpose of bill as introduced:  This bill proposes to allow 7 
municipal supervisory employees to organize and collectively bargain.  This 8 
bill also proposes to expand the definition of municipal public safety employee 9 
to include support staff in public safety departments. 10 
An act relating to the Vermont Municipal Labor Relations Act 11 
It is hereby enacted by the General Assembly of the State of Vermont:  12 
Sec. 1. 21 V.S.A. § 1722 is amended to read: 13 
§ 1722.  DEFINITIONS 14 
As used in this chapter: 15

(12)  “Municipal employee” means any employee of a municipal 17 
employer, including a municipal school employee or a professional employee 18 
as defined in subdivision 1502(11) of this title, except: 19  BILL AS INTRODUCED 	H.402

(A)  elected officials, board and commission members, and executive 1 
officers; 2 
(B)  individuals employed as supervisors as defined by section 1502 3 
of this title; [Repealed.] 4 
(C)  individuals who have been employed on a probationary status; 5 
(D)  confidential employees as defined in this section; 6 
(E)  certified employees of school districts, except as otherwise 7 
provided in section 1735 of this title. 8

(22)  “Municipal public safety employee” means a municipal employee 10 
who is: 11 
(A)  a firefighter as defined in 20 V.S.A. § 3151(3); 12 
(B)  an ambulance service, emergency medical personnel, or first 13 
responder service as defined in 24 V.S.A. § 2651; or 14 
(C)  a law enforcement officer who has been certified by the Vermont 15 
Criminal Justice Council pursuant to 20 V.S.A. § 2358; or 16 
(D)  support staff in a public safety department. 17 
Sec. 2.  EFFECTIVE DATE 18 
This act shall take effect on July 1, 2025. 19
