Statement of purpose of bill as introduced: This bill proposes to require that an 6
infant changing station be available in at least one restroom in any public 7
building or place of public accommodation. 8
An act relating to infant changing stations in restrooms in public buildings 9
and places of public accommodation 10
It is hereby enacted by the General Assembly of the State of Vermont: 11
Sec. 1. 18 V.S.A. § 1791 is amended to read: 12
§ 1791. DEFINITIONS 13
As used in this chapter: 14

(4) “Infant changing station” means a space within a restroom where an 16
infant’s diaper can be changed. 17
(5) “Available” means that any individual, regardless of gender, can 18
enter the restroom where the infant changing station is located to change an 19

Sec. 2. 18 V.S.A. § 1794 is added to read: 1
§ 1794. INFANT CHANGING STATIONS 2
(a) At least one restroom in any public building or place of public 3
accommodation shall contain an infant changing station and the restroom shall 4
be available for use by any individual, regardless of gender. 5
(b) The Commissioner of Public Safety may inspect for compliance under 6
subsection (a) of this section during any inspection conducted pursuant to 7
20 V.S.A. § 2731(b). 8
Sec. 3. EFFECTIVE DATE 9
This act shall take effect on July 1, 2025. 10
