The land recycling loan program provided financial assistance to address brownfields during the 2000s. It has not been utilized since 2008. The bill transfers the balance of funds remaining in the program to the environmental improvement fund and specifies that current law continues to apply with respect to loan payments still outstanding under the program. ASSEMBLY AMENDMENT 1 Assembly Amendment 1 repeals the chapter of the Department of Natural Resources’ administrative rules implementing the land recycling loan program. That change had been requested by agency staff at the public hearing on the companion bill, 2023 Senate Bill 13. The amendment does not affect any of the statutory changes made by the bill. BILL HISTORY Representative Penterman offered Assembly Amendment 1 on February 21, 2023. On March 30, 2023, the Assembly Committee on Environment voted to recommend adoption of the amendment and passage of the bill, as amended, both on votes of Ayes, 8; Noes, 0.
