12	12	This bill specifies that the Joint Committee on Finance may provide up to
13	13	$15,000,000 in funding in the 2023-25 fiscal biennium, from the JCF supplemental
14	14	appropriation, for grants to fund health systems that commit to providing hospital
15	15	emergency department services in Chippewa County or Eau Claire County, and that,
16	16	in addition, agree to use any grant funds for capital expenditures to aid in providing
17	17	hospital emergency department services in Chippewa County or Eau Claire County.
18	18	Under the bill, the Department of Health Services may submit a request to JCF
19	19	for this funding with a plan that identifies each health system requesting funding,
20	20	describes the types of expenditures for which the requested funding would be used,
21	21	and prioritizes grant awards to support hospital emergency department services in
22	22	Chippewa County. The bill provides that if JCF determines that the requirements
23	23	set forth in the bill are satisfied, JCF may approve the plan and request for funding,
24	24	as proposed or as modified, and may provide funding, not exceeding a total of
25	25	$15,000,000, to DHS to provide grants to health systems as provided in the approved
26	26	plan. The bill requires a report to the legislature that includes the amount of funding
27	27	received, a detailed description of all expenditures for which the funding was used,
28	28	and the impact of the funding on the hospital emergency department services of the
29	29	health systems that received a grant.

35	35	The people of the state of Wisconsin, represented in senate and assembly, do
36	36	enact as follows:
37	37	SECTION 1.0Nonstatutory provisions.
38	38	(1) GRANTS FOR HOSPITAL EMERGENCY DEPARTMENT SERVICES.
39	39	(a) The department of health services may submit to the joint committee on
40	40	finance a request for funding in the 2023-25 fiscal biennium, in a total amount not
41	41	exceeding $15,000,000, to award grants to fund one or more health systems that
42	42	apply for a grant and meet all of the following requirements:
43	43	1. The health system commits to providing hospital emergency department
44	44	services in Chippewa County or Eau Claire County.
45	45	2. The health system agrees to use any grant moneys received to fund capital
46	46	expenditures to aid in providing hospital emergency department services in
47	47	Chippewa County or Eau Claire County.
48	48	(b) The department of health services shall include in the request for funding
49	49	under par. (a) a plan that identifies each health system that requests funding,
50	50	describes the types of capital expenditures for which the requested funding would be
51	51	used, and prioritizes grant awards to support hospital emergency department
52	52	services in Chippewa County.
53	53	(c) If the joint committee on finance determines that the requirements under
54	54	pars. (a) and (b) are satisfied, the joint committee on finance may approve the plan
55	55	and request for funding, as proposed or as modified.
56	56	(d) Upon approval under par. (c), the joint committee on finance may
57	57	supplement the appropriation to the department of health services under s. 20.435

83	83	(1) (bd) from the appropriation under s. 20.865 (4) (a), in an amount determined by
84	84	the joint committee on finance, but not exceeding a total of $15,000,000, to provide
85	85	grants to health systems as provided in the approved plan.
86	86	(e) Not later than March 1, 2025, a health system that is a recipient of a grant
87	87	under this subsection shall report to the department of health services the amount
88	88	of funding received, a detailed description of all capital expenditures for which the
89	89	funding was used, and the impact of the funding on the health system's hospital
90	90	emergency department services. Not later than June 1, 2025, the department of
91	91	health services shall submit to the chief clerk of each house of the legislature for
92	92	distribution to the appropriate standing committees in the manner set forth under
93	93	s. 13.172 (3) a report summarizing this information received from the grant
94	94	recipients.
