1111 AN ACT to create 20.435 (5) (em) and 46.234 (9) of the statutes; relating to:
1212 supporting recovery residences and making an appropriation.

1414 This bill requires the Department of Health Services to encourage the
1515 development, expansion, and quality control of networks of recovery residences and
1616 to allocate moneys to create a grant program for establishing recovery residences or
1717 a network of recovery residences or to award grants for purposes specified in the bill.
1818 Current law defines a “recovery residence” as a home-like, residential environment
1919 that promotes healthy recovery from a substance use disorder and supports a
2020 person's recovery from a substance use disorder through the use of peer recovery
2121 support.
2222 For further information see the state fiscal estimate, which will be printed as
2323 an appendix to this bill.
2424 The people of the state of Wisconsin, represented in senate and assembly, do
2525 enact as follows:
2626 SECTION 1. 20.005 (3) (schedule) of the statutes:  at the appropriate place, insert
2727 the following amounts for the purposes indicated:

3838 SECTION 2. 20.435 (5) (em) of the statutes is created to read:
3939 20.435 (5) (em)  Recovery residences.  Biennially, the amounts in the schedule
4040 to support recovery residences or recovery residence networks under s. 46.234 (9).
4141 SECTION 3. 46.234 (9) of the statutes is created to read:
4242 46.234 (9)  REQUIREMENT; GRANTS.  The department shall encourage the
4343 development, expansion, and quality control of networks of recovery residences.
4444 From the appropriation under s. 20.435 (5) (em), the department shall allocate
4545 moneys for any of the following purposes:
4646 (a)  Creating a grant program for establishing a recovery residence or a network
4747 of recovery residences.
4848 (b)  Awarding grants to train and supervise field workers to provide technical
4949 assistance to recovery residences.
5050 (c)  Awarding grants to entities that establish recovery residences or to recovery
5151 residences to support the development, expansion, and quality operation of recovery
5252 residences.
