1212 Under this bill, the Department of Public Instruction must contract with a
1313 nonprofit organization to establish a fine arts teacher mentorship program to
1414 provide materials and services, including resources, advice, and mentorship
1515 connections, to beginning music, art, and performing arts teachers. The nonprofit
1616 organization must match the amount provided by DPI for the mentorship program.
1717 The nonprofit organization must also provide a quarterly report to DPI on the
1818 organization's compliance with the mentorship program requirements and its
1919 expenditures on the mentorship program.
2020 For further information see the state fiscal estimate, which will be printed as
2121 an appendix to this bill.
2222 The people of the state of Wisconsin, represented in senate and assembly, do
2323 enact as follows:
2424 SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
2525 the following amounts for the purposes indicated:

3838 SECTION 2. 20.255 (3) (fb) of the statutes is created to read:
3939 20.255 (3) (fb) Fine arts teacher mentorship program. Biennially, the amounts
4040 in the schedule for a fine arts teacher mentorship program under s. 115.412.
4141 SECTION 3. 115.412 of the statutes is created to read:
4242 115.412 Fine arts teacher mentorship program. (1) Beginning in the
4343 2024-25 school year, the department shall contract with a Wisconsin-based
4444 nonprofit organization that is exempt from federal income taxation pursuant to
4545 section 501 (c) (3) of the Internal Revenue Code to establish a fine arts teacher
4646 mentorship program for beginning music, art, and performing arts teachers.
4747 (2) The nonprofit organization that enters into a contract under sub. (1) shall
4848 match the amount provided by the department under this section. No moneys in the
4949 appropriation under s. 20.255 (3) (fb) may be disbursed until the nonprofit
5050 organization demonstrates to the department that the nonprofit organization meets
5151 or will meet the match requirement. The department may consider in-kind
5252 contributions received by the nonprofit organization for matching purposes.
5353 (3) The fine arts teacher mentorship program under sub. (1) shall include all

8080 ASSEMBLY BILL 1123
8181 (a) Activities and consultation in support of beginning music, art, and
8282 performing arts teachers employed by school districts, including guidance in the
8383 classroom and at meetings.
8484 (b) Resources, including materials, time, and financial assistance for state
8585 conferences, that will support a beginning music, art, or performing arts teacher's
8686 effectiveness in the classroom.
8787 (c) Connection of retired and currently employed, experienced music, art, and
8888 performing arts teacher mentors with beginning music, art, and performing arts
8989 teachers.
9090 (d) Materials and advice specifically designed to prepare beginning music, art,
9191 and performing arts teachers for success in the music, art, or performing arts
9292 classroom and to prepare pupils in grades kindergarten to 12 for music, art, or
9393 performing arts performances and festivals.
9494 (4) The nonprofit organization that enters into a contract under sub. (1) shall
9595 provide the department quarterly reports detailing the nonprofit organization's
9696 compliance with the requirements under sub. (3) and any expenditures of moneys for
9797 the fine arts teacher mentorship program.
9898 (5) The state superintendent may for good cause suspend, revoke, or refuse to
9999 renew a contract entered into in accordance with the provisions of this section.
100100 (6) The nonprofit organization that enters into a contract under sub. (1) may
101101 reimburse mentors in the fine arts teacher mentorship program for business travel
102102 expenses incurred in the performance of a mentor's duties in the program at a rate
103103 not to exceed the current rate of reimbursement allowed under the standard method
104104 for computation of business travel expenses pursuant to the Internal Revenue Code.
