11 | 11 | | AN ACT to create 350.12 (4) (bg) 3. of the statutes; relating to: modifying |
---|
12 | 12 | | administrative rules related to supplemental aid for snowmobile trail |
---|
13 | 13 | | maintenance and granting rule-making authority. |
---|
14 | 14 | | Analysis by the Legislative Reference Bureau |
---|
15 | 15 | | Under current law, the Department of Natural Resources provides aid to |
---|
16 | 16 | | counties for the development, rehabilitation, and maintenance of snowmobile trails. |
---|
17 | 17 | | State aid covers 100 percent of the actual cost of maintaining a trail but is limited |
---|
18 | 18 | | to $300 per mile per year. In addition, a county is eligible for supplemental aid if the |
---|
19 | 19 | | actual costs incurred by the county for trail maintenance in the previous fiscal year |
---|
20 | 20 | | exceeded the $300-per-mile maximum and the county spent at least $200 per mile |
---|
21 | 21 | | on the grooming of trails. |
---|
22 | 22 | | Current administrative rules promulgated by DNR limit supplemental aid to |
---|
23 | 23 | | a county to an amount that is three times the per-mile maximum. This bill provides |
---|
24 | 24 | | that DNR may, by rule, limit the amount of supplemental aid to an amount that is |
---|
25 | 25 | | five times the per-mile maximum and modifies DNR rules to establish that limit. |
---|
26 | 26 | | For further information see the state and local fiscal estimate, which will be |
---|
27 | 27 | | printed as an appendix to this bill. |
