17 | 17 | | staff at a firearm retailer or firearm range on how to recognize a person that may be |

18 | 18 | | considering suicide; 2) providing suicide prevention materials for distribution at a |

19 | 19 | | firearm retailer or firearm range; or 3) providing voluntary, temporary firearm |

20 | 20 | | storage for the lawful owner of a firearm. A grant recipient must contribute |
---|
21 | 21 | | matching funds or in-kind services having a value equal to at least 20 percent of the |

22 | 22 | | grant amount. |

42 | 42 | | in the schedule for grants related to preventing suicide by firearm under s. 51.73. |

43 | 43 | | SECTION 3. 51.73 of the statutes is created to read: |

44 | 44 | | 51.73 Grants to prevent suicide by firearm. (1) From the appropriation |

45 | 45 | | under s. 20.435 (5) (eh), the department shall award grants to organizations or |
---|
46 | 46 | | coalitions of organizations, which may include a city, village, town, county, or |
---|
47 | 47 | | federally recognized American Indian tribe or band in this state, for any of the |
---|
48 | 48 | | following purposes: |
---|
49 | 49 | | (a) To train staff at a firearm retailer or firearm range on how to recognize a |
---|
50 | 50 | | person that may be considering suicide. |
---|
51 | 51 | | (b) To provide suicide prevention materials for distribution at a firearm retailer |
---|
52 | 52 | | or firearm range. |
---|
53 | 53 | | (c) To provide voluntary, temporary firearm storage for the lawful owner of a |
---|
54 | 54 | | firearm. |
---|
55 | 55 | | (2) The department may not award a grant under sub. (1) unless the recipient |
---|
56 | 56 | | contributes matching funds or in-kind services having a value equal to at least 20 |
---|
57 | 57 | | percent of the grant. |

---|
85 | 85 | | amount that exceeds $5,000. The department may not award a grant under sub. (1) |
---|
86 | 86 | | having a duration of more than one year and may not automatically renew a grant |
---|
87 | 87 | | awarded under sub. (1). This subsection shall not be construed to prevent an |
---|
88 | 88 | | organization or coalition of organizations from reapplying for a grant in consecutive |
---|
89 | 89 | | years. In awarding grants under sub. (1), the department shall give preference to |
---|
90 | 90 | | organizations or coalitions of organizations that have not previously received a grant |
---|
91 | 91 | | under this section. |
---|
92 | 92 | | SECTION 4.0Effective date. |
---|
93 | 93 | | (1) This act takes effect on the day after publication, or on the 2nd day after |
---|
94 | 94 | | publication of the 2023 biennial budget act, whichever is later. |
