1818 The people of the state of Wisconsin, represented in senate and assembly, do
1919 enact as follows:
2020 JOINT LEGISLATIVE COUNCIL PREFATORY NOTE: This bill was prepared for the Joint

2222 Model academic standards
2323 The state superintendent of public instruction oversees a process of developing,
2424 approving, and revising academic standards. These standards serve as models for
2525 possible incorporation by a local school district.

3333 This bill requires the state superintendent to incorporate American Indian studies
3434 into the model academic standards. These standards must address certain historical and
3535 contemporary information that pupils are expected to know. At a minimum, this
3636 information must include significant events, tribal sovereignty, and culture relating to
3737 the federally recognized tribes and bands located in Wisconsin.
3838 The standards are to be developed in consultation with the Wisconsin Indian
3939 Education Association, Inc.
4040 Informational materials related to a school board's obligation to provide instruction on
4141 American Indians
4242 Current law requires that a school board provide pupils with the following:
4343 1. An instructional program that is designed to give pupils at all grade levels an
4444 understanding of human relations, particularly with regard to American Indians, Black
4545 Americans, and Hispanics.
4646 2. As part of the social studies curriculum, instruction in the history, culture, and
4747 tribal sovereignty of the federally recognized American Indian tribes and bands located
4848 in Wisconsin at least twice in the elementary grades and at least once in the high school
4949 grades.
5050 This bill requires that the Department of Public Instruction (DPI) develop
5151 informational materials related to the requirements described above for distribution to
5252 school boards annually. The materials must be developed and published on DPI's website
5353 by September 1, 2024. DPI must update the materials in response to any changes to a
5454 school board's obligation to provide instruction related to American Indians. The bill also
5555 requires that, beginning in the 2024-25 school year, school boards annually provide the
5656 informational materials to school board members, school district administrators, certain
5757 individuals responsible for curriculum or staff development, principals, and social
5858 studies teachers. School boards may provide the informational materials electronically,
5959 including by providing a link to the materials on the department's website.
6060 The American Indian studies requirement for teacher licensure
6161 Subject to several exceptions, current law generally prohibits the state
6262 superintendent of public instruction from issuing a teaching license to a person unless
6363 that person has received instruction in minority group relations, including instruction in
6464 the history, culture, and tribal sovereignty of the federally recognized American Indian
6565 tribes and bands located in Wisconsin. This bill modifies the instructional requirement,
6666 providing that a teacher license applicant must receive instruction in the culture, tribal
6767 sovereignty, and contemporary and historical significant events of the federally
6868 recognized American Indian tribes and bands located in Wisconsin.
6969 SECTION 1. 115.28 (17m) of the statutes is created to read:
7070 115.28 (17m) AMERICAN INDIAN INSTRUCTION; INFORMATIONAL MATERIALS. (a)
7171 Develop informational materials related to a school board's obligation to provide
7272 instruction related to American Indians, including all of the following:
7373 1. An instructional program designed to give pupils an understanding of
7474 human relations, particularly with regard to American Indians, as required under
7575 s. 118.01 (2) (c) 8.

8787 2. The instruction related to federally recognized American Indian tribes and
8888 bands located in this state required under s. 121.02 (1) (L) 4.
8989 (b) Update the materials under par. (a) as necessary to accurately reflect a
9090 school board's obligation to provide instruction related to American Indians.
9191 (c) Annually, provide the materials under par. (a) to school boards.
9292 (d) Publish the materials under par. (a) on the department's website.
9393 SECTION 2. 115.28 (57) of the statutes is created to read:
9494 115.28 (57) AMERICAN INDIAN STUDIES; MODEL ACADEMIC STANDARDS. In
9595 consultation with Wisconsin Indian Education Association, Inc., incorporate
9696 American Indian studies into the model academic standards. The state
9797 superintendent shall ensure that, under those standards, pupils are expected to
9898 know contemporary and historical information related to at least all of the following:
9999 (a) Significant events related to the federally recognized American Indian
100100 tribes and bands located in this state.
101101 (b) Tribal sovereignty of the federally recognized American Indian tribes and
102102 bands located in this state.
103103 (c) The culture of the federally recognized American Indian tribes and bands
104104 located in this state.
105105 SECTION 3. 118.19 (8) of the statutes is amended to read:
106106 118.19 (8) The state superintendent may not grant to any person a license to
107107 teach unless the person has received instruction in the study of minority group
108108 relations, including instruction in the history, culture and, tribal sovereignty, and
109109 contemporary and historical significant events of the federally recognized American
110110 Indian tribes and bands located in this state.

153153 120.12 (29) AMERICAN INDIAN INSTRUCTION; INFORMATIONAL MATERIALS. Annually,
154154 provide the materials under s. 115.28 (17m), which may be provided electronically,
155155 including by providing a link to the materials on the department's website, to all of
156156 the following:
157157 (a) Each school board member.
158158 (b) The school district administrator.
159159 (c) Any individual employed by the school district to work as a supervisor,
160160 coordinator, or director of curriculum, instruction, or staff development, or an
161161 equivalent position.
162162 (d) Each principal employed by the school district.
163163 (e) Each teacher who teaches social studies in the school district.

193193 SECTION 6.0Nonstatutory provisions.
194194 (1) INITIAL MATERIALS; DEADLINE. The state superintendent of public instruction
195195 shall develop the materials under s. 115.28 (17m) (a) and publish the materials on
196196 the department of public instruction's website, as required under s. 115.28 (17m) (d),
197197 by no later than September 1, 2024.
198198 SECTION 7.0Initial applicability.
199199 (1) DISTRIBUTION OF INITIAL MATERIALS. The treatment of ss. 115.28 (17m) (c) and
200200 120.12 (29) first applies to the 2024-25 school year.
