Ambulance Staffing on Aircraft 
Transporting a Pediatric Patient 
Between Hospitals 
BACKGROUND 
State law requires certain combinations of individuals to be present when a sick, disabled, or injured 
individual is transported by ambulance. The law specifies multiple options for combinations of 
individuals to staff the ambulance. One of the options is available only if the ambulance is a fixed-wing 
airplane and the sick, disabled, or injured individual is a pediatric patient who is being transferred from 
one hospital to another hospital. 
2023 WISCONSIN ACT 176 
2023 Wisconsin Act 176 authorizes a certain ambulance staffing combination option for an ambulance 
that is an aircraft, rather than a fixed-wing airplane. Specifically, if an ambulance is an aircraft and the 
sick, disabled, or injured individual is a pediatric patient who is being transferred from one hospital to 
another hospital, then one option for a combination of individuals who must be present in the 
ambulance is one emergency medical services practitioner, licensed registered nurse, licensed physician 
assistant or physician, plus one certified respiratory care practitioner. 
Effective date: March 24, 2024
