1010 AN ACT to repeal 23.33 (9) (b) 8.; to amend 20.370 (5) (ct), 20.370 (5) (cu), 23.33
1111 (9) (a) and 23.33 (9) (b) 7.; and to create 20.370 (3) (au) of the statutes; relating
1212 to: software, communications equipment, and maps for nonprofit organizations
1313 that promote the operation of all-terrain and utility terrain vehicles.
1414 Analysis by the Legislative Reference Bureau
1515 Under current law, the Department of Natural Resources provides aids to
1616 nonprofit organizations for all-terrain vehicle (ATV) and utility terrain vehicle
1717 (UTV) projects involving the production of maps and digital information
1818 applications, acquisition of communications equipment, and the placement of safety
1919 information signs.
2020 This bill eliminates production of digital information applications and
2121 acquisition of communications equipment as eligible local projects. The bill creates
2222 a new appropriation to DNR from the conservation fund for the purpose of providing
2323 support to nonprofit organizations that promote the operation of ATVs and UTVs by
2424 1) acquiring and maintaining statewide digital information application software for
2525 providing safety, regulatory, and riding opportunity information; 2) acquiring
2626 communications equipment and technology; and 3) producing maps. The bill does
2727 not appropriate any funds to DNR for this purpose.

3838 SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

4949 vehicle enforcement communications technology. As a continuing appropriation, the
5050 amounts in the schedule from moneys received from all-terrain vehicle and utility
5151 terrain vehicle fees under s. 23.33 (2) (c) to (e), for providing support to organizations
5252 that meet the eligibility requirements under s. 23.33 (5m) (b) through the acquisition
5353 and maintenance of statewide digital information application software for providing
5454 safety, regulatory, and riding opportunity information; the acquisition of
5555 communications equipment and technology; and the production of maps.

7979 20.370 (5) (ct) Recreation aids — all-terrain vehicle and utility terrain vehicle
8080 project aids; gas tax payment. As a continuing appropriation, an amount equal to the
8181 estimated all-terrain vehicle and utility terrain vehicle gas tax payment to provide
8282 aid to towns, villages, cities, counties, and federal agencies for nonstate all-terrain
8383 vehicle and utility terrain vehicle projects and to provide aid to nonprofit
8484 organizations for the production and acquisition of maps and digital information
8585 applications under s. 23.33 (9) (b) 7., communications equipment under s. 23.33 (9)
8686 (b) 8., and the placement of signs developed under s. 23.33 (4z) (a) 3.
8787 SECTION 4. 20.370 (5) (cu) of the statutes is amended to read:

9797 SECTION 5. 23.33 (9) (a) of the statutes is amended to read:
9898 23.33 (9) (a) Enforcement. The department may utilize moneys received under
9999 sub. (2) for all-terrain vehicle and utility terrain vehicle registration aids
100100 administration and for the purposes specified under s. 20.370 (3) (as) and (au) and
101101 (5) (er) including costs associated with enforcement, safety education, accident
102102 reports and analysis, law enforcement aids to counties, and other similar costs in
103103 administering and enforcing this section.
