10	10	AN ACT to repeal 23.33 (9) (b) 8.; to amend 20.370 (5) (ct), 20.370 (5) (cu), 23.33
11	11	(9) (a) and 23.33 (9) (b) 7.; and to create 20.370 (3) (au) of the statutes; relating
12	12	to: software, communications equipment, and maps for nonprofit organizations
13	13	that promote the operation of all-terrain and utility terrain vehicles.

15	15	Under current law, the Department of Natural Resources provides aids to
16	16	nonprofit organizations for all-terrain vehicle (ATV) and utility terrain vehicle
17	17	(UTV) projects involving the production of maps and digital information
18	18	applications, acquisition of communications equipment, and the placement of safety
19	19	information signs.
20	20	This bill eliminates production of digital information applications and
21	21	acquisition of communications equipment as eligible local projects. The bill creates
22	22	a new appropriation to DNR from the conservation fund for the purpose of providing
23	23	support to nonprofit organizations that promote the operation of ATVs and UTVs by
24	24	1) acquiring and maintaining statewide digital information application software for
25	25	providing safety, regulatory, and riding opportunity information; 2) acquiring
26	26	communications equipment and technology; and 3) producing maps. The bill does
27	27	not appropriate any funds to DNR for this purpose.

36	36	The people of the state of Wisconsin, represented in senate and assembly, do
37	37	enact as follows:
38	38	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
39	39	the following amounts for the purposes indicated:

47	47	SECTION 2. 20.370 (3) (au) of the statutes is created to read:
48	48	20.370 (3) (au) Law enforcement — all-terrain vehicle and utility terrain
49	49	vehicle enforcement communications technology. As a continuing appropriation, the
50	50	amounts in the schedule from moneys received from all-terrain vehicle and utility
51	51	terrain vehicle fees under s. 23.33 (2) (c) to (e), for providing support to organizations
52	52	that meet the eligibility requirements under s. 23.33 (5m) (b) through the acquisition
53	53	and maintenance of statewide digital information application software for providing
54	54	safety, regulatory, and riding opportunity information; the acquisition of
55	55	communications equipment and technology; and the production of maps.
56	56	SECTION 3. 20.370 (5) (ct) of the statutes is amended to read:

79	79	20.370 (5) (ct) Recreation aids — all-terrain vehicle and utility terrain vehicle
80	80	project aids; gas tax payment. As a continuing appropriation, an amount equal to the
81	81	estimated all-terrain vehicle and utility terrain vehicle gas tax payment to provide
82	82	aid to towns, villages, cities, counties, and federal agencies for nonstate all-terrain
83	83	vehicle and utility terrain vehicle projects and to provide aid to nonprofit
84	84	organizations for the production and acquisition of maps and digital information
85	85	applications under s. 23.33 (9) (b) 7., communications equipment under s. 23.33 (9)
86	86	(b) 8., and the placement of signs developed under s. 23.33 (4z) (a) 3.
87	87	SECTION 4. 20.370 (5) (cu) of the statutes is amended to read:
88	88	20.370 (5) (cu) Recreation aids — all-terrain vehicle and utility terrain vehicle
89	89	project aids. As a continuing appropriation, the amounts in the schedule from
90	90	moneys received from all-terrain vehicle and utility terrain vehicle fees under s.
91	91	23.33 (2) (c) to (e) to provide aid to towns, villages, cities, counties, and federal
92	92	agencies for nonstate all-terrain vehicle and utility terrain vehicle projects and to
93	93	provide aid to nonprofit organizations for the production and acquisition of maps and

97	97	SECTION 5. 23.33 (9) (a) of the statutes is amended to read:
98	98	23.33 (9) (a) Enforcement. The department may utilize moneys received under
99	99	sub. (2) for all-terrain vehicle and utility terrain vehicle registration aids
100	100	administration and for the purposes specified under s. 20.370 (3) (as) and (au) and
101	101	(5) (er) including costs associated with enforcement, safety education, accident
102	102	reports and analysis, law enforcement aids to counties, and other similar costs in
103	103	administering and enforcing this section.

137	137	(1) This act takes effect on the day after publication, or on the 2nd day after
138	138	publication of the 2023 biennial budget act, whichever is later.
