19 | 19 | | Under this bill, the University of Wisconsin Missing-in-Action Recovery and |
---|
20 | 20 | | Identification Project (MIA Recovery Project) may request the Joint Committee on |
---|
21 | 21 | | Finance to provide $180,000 in each fiscal year of the 2023-25 fiscal biennium for |
---|
22 | 22 | | missions to recover and identify Wisconsin veterans who are missing in action. The |
---|
23 | 23 | | request must include a research prospectus and spending plan for the mission for |
---|
24 | 24 | | which the funding is requested and must be concurrently provided to the standing |
---|
25 | 25 | | committees of each house of the legislature dealing with veterans matters (veterans |
---|
26 | 26 | | committees), as well as the governor, the Department of Veterans Affairs, and the |
---|
27 | 27 | | Department of Military Affairs. The veterans committees may submit to JCF a |
---|
28 | 28 | | written recommendation regarding the request. JCF considers the request under a |
---|
29 | 29 | | 14-day passive review process and, upon JCF's express or implied approval of the |
---|
30 | 30 | | request, JCF must provide the requested amount of funding directed to the MIA |
---|
31 | 31 | | Recovery Project Fund. If JCF provides funding, by June 30, 2025, the MIA Recovery |
---|
32 | 32 | | Project must submit to JCF, each veterans committee, the governor, DVA, and DMA |
---|
33 | 33 | | a report on the mission's findings and accounting of expenditures, including specified |
---|
34 | 34 | | information. The bill also creates a miscellaneous appropriation of general purpose |
---|
35 | 35 | | revenue through which JCF provides the funding. |

57 | 57 | | (1) FUNDING FOR THE UNIVERSITY OF WISCONSIN MISSING-IN-ACTION RECOVERY |

59 | 59 | | (a) In this subsection, “MIA Recovery Project” means the University of |
---|
60 | 60 | | Wisconsin Missing-in-Action Recovery and Identification Project. |
---|
61 | 61 | | (b) The MIA Recovery Project, acting through a designated representative, may |
---|
62 | 62 | | submit to the joint committee on finance a request for funding in fiscal year 2023-24 |
---|
63 | 63 | | in the amount of $180,000 and for funding in fiscal year 2024-25 in the amount of |
---|
64 | 64 | | $180,000 for the MIA Recovery Project to perform a mission for the recovery and |

94 | 94 | | (c) After receiving the request, prospectus, and spending plan specified in par. |
---|
95 | 95 | | (b), the standing committees of each house of the legislature dealing with veterans |
---|
96 | 96 | | matters may, within 7 working days of receiving the request, submit to the joint |
---|
97 | 97 | | committee on finance a written recommendation regarding the request. |
---|
98 | 98 | | (d) If, within 14 working days after receiving the request under par. (b), the |
---|
99 | 99 | | cochairpersons of the joint committee on finance do not notify the MIA Recovery |
---|
100 | 100 | | Project representative that the committee has scheduled a meeting for the purpose |
---|
101 | 101 | | of reviewing the request, the request is considered approved. If, within 14 working |
---|
102 | 102 | | days after the date of the request, the cochairpersons of the committee notify the MIA |
---|
103 | 103 | | Recovery Project representative that the committee has scheduled a meeting for the |
---|
104 | 104 | | purpose of reviewing the request, the request is approved only upon express approval |
---|
105 | 105 | | of the committee. |
---|
106 | 106 | | (e) Upon approval of the request under par. (d), the joint committee on finance |
---|
107 | 107 | | shall provide funding in the requested amount, from the appropriation account |
---|
108 | 108 | | under s. 20.855 (4) (bg), directed to the University of Wisconsin Missing-in-Action |
---|
109 | 109 | | Recovery and Identification Project Fund. |
---|
110 | 110 | | (f) If the joint committee on finance approves a request under par. (d), the MIA |

111 | 111 | | Recovery Project, acting through its representative, shall submit, by June 30, 2025, |

148 | 148 | | including current progress and future planned actions such as letters to the family |

149 | 149 | | or missions abroad. |

150 | 150 | | 4. A calculation of the cost to continue with additional missions, identifying the |
---|
151 | 151 | | data and methodology used to make the calculation. |
---|
152 | 152 | | 5. Identification of the amount and source of all funds raised for the cases that |

153 | 153 | | were in addition to the funding provided under par. (e). |
---|
154 | 154 | | 6. A detailed description of the involvement of the federal department of |
---|
155 | 155 | | defense in the mission, along with information identifying all other missions or cases |
---|
156 | 156 | | on which the MIA Recovery Project has worked with the federal department of |
---|
157 | 157 | | defense in the past and all missions or cases on which the MIA Recovery Project |
---|
158 | 158 | | expects to work with the federal department of defense in fiscal years 2025-26 and |
---|
159 | 159 | | 2026-27, including what arrangements the MIA Recovery Project has made with the |
---|
160 | 160 | | federal department of defense to continue with future missions. |
