[2023 Assembly Bill 323] 
Ratification of WSAA Collective 
Bargaining Agreement 
2023 Wisconsin Act 22 ratifies the 2022-23 contract that was negotiated between the State of 
Wisconsin and the Wisconsin State Attorneys Association on behalf of covered attorneys in the 
professional legal collective bargaining unit. This generally includes classified attorneys in executive 
branch agencies, and does not include assistant district attorneys or assistant state public defender 
attorneys. The Joint Committee on Employment Relations unanimously approved the agreement for 
the professional legal collective bargaining unit, and recommended ratification of the agreement by the 
Legislature. 
The agreement for the classified attorneys provides a general wage adjustment increase of 4.7 percent 
that corresponds to the increase in the Consumer Price Index that applied on July 1, 2022.  
The general wage adjustment takes effect the first pay period following ratification. The general wage 
adjustment includes a lump sum payment for employees in pay status on the date the adjustment takes 
effect for hours in pay status from January 1, 2023, to enactment of the adjustment. 
The agreement does not address any other factor or condition of employment. 
Effective date: July 21, 2023
