12 | 12 | | Under current law, no person may operate on a highway any vehicle that |

13 | 13 | | exceeds statutory limits on size or weight. However, the Department of |
---|
14 | 14 | | Transportation may issue permits authorizing the transportation of metallic or |
---|
15 | 15 | | nonmetallic scrap for the purpose of recycling or processing on a vehicle or |
---|
16 | 16 | | combination of vehicles that exceeds statutory weight or length limitations and for |
---|
17 | 17 | | the return of the vehicle or combination of vehicles when empty. |
---|
18 | 18 | | Under administrative rules promulgated by DOT, “recyclable scrap” is defined |
---|
19 | 19 | | as “metallic or non-metallic material in waste for which there exists a commercially |
---|
20 | 20 | | demonstrated processing or manufacturing technology which uses the material as |
---|
21 | 21 | | a raw material, and which is transported for use as such a raw material.” |
---|
22 | 22 | | This bill, for purposes of the overweight or oversize scrap permit, creates a |
---|
23 | 23 | | definition for “metallic or nonmetallic scrap” that is functionally identical to DOT's |
---|
24 | 24 | | definition for “recyclable scrap,” except that the new definition explicitly includes pig |
---|
25 | 25 | | iron. |
