1010 AN ACT to create 93.95 of the statutes; relating to: creating an online,
1111 interactive carbon calculator for farmers.

1313 This bill requires the Department of Agriculture, Trade and Consumer
1414 Protection to develop and maintain, or contract with a third party to develop or
1515 maintain, an online, interactive carbon calculator that can be used by farmers in this
1616 state to determine the carbon emissions produced directly and indirectly from their
1717 agricultural activities. Information submitted by a user of the carbon calculator, and
1818 a user's calculated carbon emissions, must be kept confidential and are not subject
1919 to open records requests.

2222 The people of the state of Wisconsin, represented in senate and assembly, do
2323 enact as follows:
2424 SECTION 1. 93.95 of the statutes is created to read:
2525 93.95 Online carbon calculator for farmers. The department shall develop
2626 and maintain an online, interactive carbon calculator that may be used by farmers
2727 in this state to determine the carbon emissions produced directly and indirectly from

3636 their agricultural activities. The calculator shall allow users to input different
3737 factors including, at a minimum, soil type, soil history, tillage systems, crops planted,
3838 fertilizer and pesticide use, harvest and storage systems, types of livestock, use and
3939 distribution of manure, product delivery systems, conservation measures in place,
4040 and types of vehicles used. The department may contract with a third party to
4141 implement this section. The department and any contracted third party shall keep
4242 confidential all information provided by users and users' calculated carbon
4343 emissions. Information provided by a user and a user's calculated carbon emissions
4444 are not subject to the right of public inspection and copying under s. 19.35 (1).
