14 | 14 | | Protection to develop and maintain, or contract with a third party to develop or |

15 | 15 | | maintain, an online, interactive carbon calculator that can be used by farmers in this |

16 | 16 | | state to determine the carbon emissions produced directly and indirectly from their |

17 | 17 | | agricultural activities. Information submitted by a user of the carbon calculator, and |
---|
18 | 18 | | a user's calculated carbon emissions, must be kept confidential and are not subject |
---|
19 | 19 | | to open records requests. |

22 | 22 | | The people of the state of Wisconsin, represented in senate and assembly, do |

24 | 24 | | SECTION 1. 93.95 of the statutes is created to read: |

25 | 25 | | 93.95 Online carbon calculator for farmers. The department shall develop |

26 | 26 | | and maintain an online, interactive carbon calculator that may be used by farmers |
---|
27 | 27 | | in this state to determine the carbon emissions produced directly and indirectly from |

36 | 36 | | their agricultural activities. The calculator shall allow users to input different |
---|
37 | 37 | | factors including, at a minimum, soil type, soil history, tillage systems, crops planted, |
---|
38 | 38 | | fertilizer and pesticide use, harvest and storage systems, types of livestock, use and |
---|
39 | 39 | | distribution of manure, product delivery systems, conservation measures in place, |
---|
40 | 40 | | and types of vehicles used. The department may contract with a third party to |
---|
41 | 41 | | implement this section. The department and any contracted third party shall keep |
---|
42 | 42 | | confidential all information provided by users and users' calculated carbon |
---|
43 | 43 | | emissions. Information provided by a user and a user's calculated carbon emissions |
---|
44 | 44 | | are not subject to the right of public inspection and copying under s. 19.35 (1). |
