4-AN ACT to amend 346.50 (2) and 346.50 (2a) (intro.) of the statutes; relating to: disabled parking privileges on
5-University of Wisconsin System campuses.
6-The people of the state of Wisconsin, represented in
7-senate and assembly, do enact as follows:
8-SECTION 1. 346.50 (2) of the statutes is amended to
9-read:
10-346.50 (2)  Except as provided in sub. (3m), a motor
11-vehicle bearing a special registration plate issued under
12-s. 341.14 (1) to a disabled veteran or on his or her behalf
13-is exempt from any ordinance and any administrative rule
14-promulgated by the University of Wisconsin System
15-imposing time limitations on parking in any street or
16-highway zone, on any University of Wisconsin System
17-campus, as defined in s. 36.05 (3), and in any parking lot,
18-whether municipally owned or leased, or both munici-
19-pally owned and leased or a parking place owned or
20-leased, or both owned and leased by a municipal parking
21-utility, with one−half hour or more limitation but other-
22-wise is subject to the laws relating to parking.  Where the
23-time limitation on a metered stall is one−half hour or
24-more, no meter payment is required.  Parking privileges
25-granted by this subsection are limited to the disabled vet-
26-eran to whom or on whose behalf the special plates were
27-issued and to qualified operators acting under the dis-
28-abled veteran’s express direction with the disabled vet-
29-eran present.
30-SECTION 2. 346.50 (2a) (intro.) of the statutes is
31-amended to read:
32-346.50 (2a) (intro.)  Except as provided in sub. (3m),
33-a motor vehicle bearing special registration plates issued
34-under s. 341.14 (1a), (1e), (1m), or (1q) or a motor vehicle
35-upon which a special identification card issued under s.
36-343.51 is displayed or a motor vehicle registered in
37-another jurisdiction upon which is displayed a registra-
38-tion plate, a card, or an emblem issued by the other juris-
39-diction designating the vehicle as a vehicle used by a
40-physically disabled person is exempt from any ordinance
41-and any administrative rule promulgated by the Univer-
42-sity of Wisconsin System imposing time limitations on
43-parking in any street or highway zone, on any University
44-of Wisconsin System campus, as defined in s. 36.05 (3),
45-and in any parking lot, whether municipally owned or
46-leased, or both municipally owned and leased or a park-
47-ing place owned or leased, or both owned and leased by
48-a municipal parking utility, with one−half hour or more
49-limitation but otherwise is subject to the laws relating to
50-parking.  Where the time limitation on a metered stall is
51-one−half hour or more, no meter payment is required.
52-Parking privileges granted by this subsection are limited

14+This bill expands certain parking privileges for vehicles with disabled parking
15+plates or special identification cards to include University of Wisconsin System
16+campuses.
17+Under current law, a person with a disability that limits or impairs the ability
18+to walk may apply for and obtain from the Department of Transportation special
19+motor vehicle registration plates or a special identification card entitling a motor
20+vehicle used by the person to certain parking privileges. Except as provided by
21+ordinance in first or second class cities, vehicles bearing these plates or cards are not
22+subject to time limitations on parking on any municipally owned or leased street or
23+in any municipally owned or leased parking lot with at least a 30-minute time
24+limitation and no meter payment is required to be made.
25+For further information see the state fiscal estimate, which will be printed as
26+an appendix to this bill.

5493 SECTION 3.0Initial applicability.
55-(1)  This act first applies to motor vehicles parked on
56-a University of Wisconsin System campus on the effec-
57-tive date of this subsection.
58-*  Section 991.11,  WISCONSIN STATUTES:   Effective date of acts.  “Every act and every portion of an act enacted by the legislature over the governor’s
59-partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication.”
94+(1) This act first applies to motor vehicles parked on a University of Wisconsin
95+System campus on the effective date of this subsection.
