2023 Assembly Bill 511 Assembly Amendment 1 
2023 ASSEMBLY BILL 511 
Under current law, the Department of Transportation (DOT) may issue an annual or consecutive month 
permit known as the “Michigan border permit.” This permit allows a vehicle transporting raw forest 
products, lumber, or forestry biomass to exceed statutory length and weight requirements on certain 
Wisconsin highways, provided the vehicle does not violate length or weight limitations under Michigan 
law. 
2023 Assembly Bill 511 designates portions of State Highways 13, 17, 22, 32, 54, 55, and 70, and 
portions of U.S. Highways 63 and 151, as highways for which DOT may issue a Michigan border permit.  
ASSEMBLY AMENDMENT 1 
Assembly Amendment 1 designates portions of State Highways 32 and 160, and portions of U.S. 
Highways 41 and 141, as highways for which DOT may issue a Michigan border permit. 
The amendment also adjusts the portion of State Highway 32 that is designated by the bill. 
BILL HISTORY 
Representative Mursau offered Assembly Amendment 1 on January 4, 2024. On January 9, 2024, the 
Assembly Committee on Transportation unanimously recommended adoption of the amendment and 
passage of the bill, as amended.
