88 AN ACT relating to: ratification of the agreement negotiated between the state
99 of Wisconsin and the Wisconsin Law Enforcement Association, for the 2023-25
1010 biennium, covering employees in the public safety collective bargaining unit,
1111 and authorizing an expenditure of funds.
1212 Analysis by the Legislative Reference Bureau
1313 This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
1414 collective bargaining contract for state employees in the public safety collective
1515 bargaining unit negotiated for the 2023-25 biennium under the State Employment
1616 Labor Relations Act. Currently, statutory program supplement appropriations fund
1717 the costs of collective bargaining agreements to the extent that they exceed budgeted
1818 costs. The proposal authorizes expenditure of moneys from those appropriations to
1919 fund the cost of this agreement.
2020 For further information see the state fiscal estimate, which will be printed as
2121 an appendix to this bill.
2222 The people of the state of Wisconsin, represented in senate and assembly, do
2323 enact as follows:
2424 SECTION 1.0Agreement ratified. The legislature ratifies the tentative
2525 agreement negotiated for the 2023-25 biennium between the state of Wisconsin, the

3434 division of personnel management in the department of administration, and the
3535 Wisconsin Law Enforcement Association, covering employees in the public safety
3636 collective bargaining unit under subch. V of ch. 111, as approved by the employees
3737 of the public safety collective bargaining unit and approved and recommended by the
3838 joint committee on employment relations, and authorizes the necessary expenditure
3939 of moneys for implementation from the appropriations made by s. 20.865 (1), subject
4040 to s. 20.865 (intro.). The administrator of the division of personnel management in
4141 the department of administration shall file an official copy of the agreement, certified
4242 by the cochairpersons of the joint committee on employment relations, with the
4343 secretary of state. No formal or informal agreement between the parties that is not
4444 a part of the official copy is deemed to be approved by the legislature under this act.
4545 SECTION 2.0Effective date.
4646 (1) This act takes effect on the day after publication, except that those
4747 provisions specifically identified as having other effective dates in the agreement
4848 covering employees in the public safety collective bargaining unit are effective on the
4949 dates provided in that agreement.
