11	11	AN ACT to renumber and amend 15.195 (8); and to create 15.195 (8) (b) of the
12	12	statutes; relating to: adding rural emergency medical services providers to the
13	13	Emergency Medical Services Board.

15	15	This bill adds two voting members to the Emergency Medical Services Board,
16	16	which is attached to the Department of Health Services. The bill provides that at
17	17	least two members of the board must be an emergency medical responder, emergency
18	18	medical technician, advanced emergency medical technician, or emergency medical
19	19	technician - intermediate and have a local credentialing agreement solely with a
20	20	volunteer department that serves a rural area or multiple volunteer departments
21	21	that serve a rural area. For purposes of that requirement, the bill defines “rural
22	22	area” as an area for which the population of the largest single municipality in the
23	23	volunteer department's service area is less than 10,000. The bill specifies that the
24	24	two new members of the board appointed on or after the effective date of the bill must
25	25	meet the new criteria established under the bill, specifically, that each is an
26	26	emergency medical responder, emergency medical technician, advanced emergency
27	27	medical technician, or emergency medical technician - intermediate who has a local
28	28	credentialing agreement solely with a volunteer department that serves a rural area
29	29	or multiple volunteer departments that serve a rural area.
30	30	The people of the state of Wisconsin, represented in senate and assembly, do
31	31	enact as follows:

37	37	SECTION 1. 15.195 (8) of the statutes is renumbered 15.195 (8) (a) and amended
38	38	to read:
39	39	15.195 (8) (a) There is created an emergency medical services board, which is
40	40	attached to the department of health services under s. 15.03. The board shall consist
41	41	of 11 13 voting members, appointed for 3-year terms, who have an interest and
42	42	expertise in emergency medical services issues, who represent the various
43	43	geographical areas of the state, and, subject to par. (b), who include representatives
44	44	of the various types of emergency medical services providers.
45	45	(c) In addition to the 11 13 voting members, the secretary of health services,
46	46	the secretary of transportation, the director of the technical college system board and
47	47	the state medical director for emergency medical services or their designees shall
48	48	serve as nonvoting members of the board.
49	49	SECTION 2. 15.195 (8) (b) of the statutes is created to read:
50	50	15.195 (8) (b) At least 2 of the voting members of the board shall satisfy all of
51	51	the following:
52	52	1. Be an emergency medical responder, as defined in s. 256.01 (4p), an
53	53	emergency medical technician, as defined in s. 256.01 (6), an advanced emergency
54	54	medical technician, as defined in s. 256.01 (1k), or an emergency medical technician
55	55	- intermediate, as defined in s. 256.01 (7).
56	56	2. Have a local credentialing agreement solely with a volunteer department
57	57	that serves a rural area or multiple volunteer departments that serve a rural area.
58	58	For purposes of this subdivision, “rural area” means an area for which the population
59	59	of the largest single municipality, as defined in s. 5.02 (11), in the volunteer
60	60	department's service area is less than 10,000.

91	91	(1) EMERGENCY MEDICAL SERVICES BOARD MEMBERS. The 2 additional members of
92	92	the emergency medical services board under s. 15.195 (8) that are appointed on or
93	93	after the effective date of this subsection shall meet the criteria required under s.
94	94	15.195 (8) (b).
