6 | 6 | | senate and assembly, do enact as follows: |

7 | 7 | | SECTION 1.0Nonstatutory provisions. |
---|
8 | 8 | | (1) LAW ENFORCEMENT OFFICER VIRTUAL BEHAVIORAL |
---|
9 | 9 | | HEALTH CRISIS CARE PILOT PROGRAM. |
---|
10 | 10 | | (a) The department of health services shall establish |
---|
11 | 11 | | a pilot program to implement virtual behavioral health |
---|
12 | 12 | | crisis care services for use by county or municipal law |
---|
13 | 13 | | enforcement agencies in the field to connect law enforce- |
---|
14 | 14 | | ment officers who encounter persons in crisis to behav- |
---|
15 | 15 | | ioral healthcare services. |
---|
16 | 16 | | (b) Within 180 days after the effective date of this |
---|
17 | 17 | | paragraph, the department of health services shall obtain |
---|
18 | 18 | | and review proposals using its competitive selection |
---|
19 | 19 | | process to award contracts to certified county crisis agen- |
---|
20 | 20 | | cies for the purposes of providing virtual behavioral |
---|
21 | 21 | | health crisis care services to individuals experiencing a |
---|
22 | 22 | | behavioral crisis. Certified county crisis agencies that are |
---|
23 | 23 | | awarded grants under this subsection may contract with |
---|
24 | 24 | | their local law enforcement jurisdictions to provide tele- |
---|
25 | 25 | | health equipment and develop virtual behavioral health |
---|
26 | 26 | | care. Grants awarded under the competitive selection |
---|
27 | 27 | | process may include remote access via 2−way audio/ |
---|
28 | 28 | | video communication, and grant awardees may contract |
---|
29 | 29 | | for services with a private entity for the purposes of train- |
---|
30 | 30 | | ing, equipment, or decision−making support. No grant |
---|
31 | 31 | | may be awarded under this paragraph unless the certified |
---|
32 | 32 | | county crisis agency who will receive the grant certifies |
---|
33 | 33 | | to the department of health services that grant funding |
---|
34 | 34 | | will pay no more than 75 percent of the cost of providing |
---|
35 | 35 | | virtual behavioral health crisis care services. |
---|
36 | 36 | | (c) Any certified county crisis agency that is eligible |
---|
37 | 37 | | to provide crisis services may apply for a grant under the |
---|
38 | 38 | | competitive selection process under par. (b). When |
---|
39 | 39 | | awarding grants under par. (b), the department of health |
---|
40 | 40 | | services may award no more than 50 percent of the pro- |
---|
41 | 41 | | gram resources for the program under par. (a) to certified |
---|
42 | 42 | | county crisis agencies who serve a population of more |
---|
43 | 43 | | than 50,000, and no more than 10 percent of the program |
---|
44 | 44 | | resources may be allocated to a single certified county |
---|
45 | 45 | | crisis agency. |
---|
46 | 46 | | (d) The department of health services shall collect all |
---|
47 | 47 | | of the following information as of March 31, 2025, for the |
---|
48 | 48 | | pilot program under par. (a), and report it to the joint com- |
---|
49 | 49 | | mittee on finance by May 1, 2025: |
---|
50 | 50 | | 1. For each participating county or municipality, how |
---|
51 | 51 | | much money was received under the pilot program and |
---|
52 | 52 | | how much money was contributed by the county or |
---|
53 | 53 | | municipality. |
---|
54 | 54 | | 2. Which counties and municipalities participated in |
---|
55 | 55 | | the program. |
---|
56 | 56 | | 3. The number of law enforcement officers that were |
---|
57 | 57 | | equipped with the services provided under the program. |
---|
58 | 58 | | 4. The number of incidents in which the services pro- |
---|
59 | 59 | | vided under the program were utilized. |
