AN ACT to amend 990.01 (29) of the statutes; relating to: counting individuals
confined in state prison to determine population for redistricting purposes.

This bill provides that, for purposes of establishing congressional and
legislative districts, individuals confined to prisons in this state who established
residence in this state for voter registration purposes prior to being confined are
counted as residing in the municipalities where they established residence prior to
being confined.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SECTION 1.  990.01 (29) of the statutes is amended to read:
990.01 (29)  POPULATION.  “Population" means that shown by the most recent
regular or special federal census.  For purposes of establishing congressional
districts under ch. 3 and legislative districts under ch. 4, individuals confined to
prisons in this state who established residence in this state, as determined under s.
